Quick Summary

The Department of Homeland Security (DHS), specifically US Immigration and Customs Enforcement (ICE), has awarded a Firm-Fixed Price Purchase Order to Passware, Inc. for Passware Software Licenses totaling $329,835.00. This sole source award supports the Treasury Computer Forensics Training Program (TCFTP) for Homeland Security Investigations (HSI), U.S. Secret Service (USSS), and Internal Revenue Service (IRS) personnel in computer forensics.

Scope of Work

The award provides fifty-five (55) licenses for Passware Kit ULTRA Software, which includes Passware Kit Forensic, Passware Kit Mobile, a Device Decryption add-on, 100 Passware Kit Agents, and Online Training. The software is essential for hands-on training exercises in Basic Computer Evidence Recovery Training (BCERT) classes and for conducting forensic examinations in the field. Key requirements include the ability to decrypt various encrypted information from diverse environments (laptops, desktops, mobile devices), support for graphics-based acceleration and distributed processing, and offline license availability. Online training must be accessible via a portal with a start-stop module system.

Contract & Timeline

  • Type: Firm-Fixed Price (FFP) Purchase Order
  • Value: $329,835.00
  • Funding: Operations and Maintenance Funds (O&M), Fiscal Year (FY) 2026
  • Award Date: April 2, 2026

Justification for Sole Source

This requirement was awarded on a sole source basis to Passware, Inc. following a notice of intent posted on SAM.gov from February 11-16, 2026, which received no other expressions of interest. Passware, Inc. was identified as the only company capable of providing the required licenses due to the unique capabilities of their software, which other tested decryption tools (Elcomsoft, Hashcat, John the Ripper, Oxygen Forensics) lacked in terms of security, specific decryption features, online training, or national security concerns related to their headquarters. The acquisition is critical to prevent delays in supporting HSI, USSS, and IRS investigations and to maintain operational capability.

Set-Aside
