Justification for Sole Source
This requirement was awarded on a sole source basis to Passware, Inc. following a notice of intent posted on SAM.gov from February 11-16, 2026, which received no other expressions of interest. Passware, Inc. was identified as the only company capable of providing the required licenses due to the unique capabilities of their software, which other tested decryption tools (Elcomsoft, Hashcat, John the Ripper, Oxygen Forensics) lacked in terms of security, specific decryption features, online training, or national security concerns related to their headquarters. The acquisition is critical to prevent delays in supporting HSI, USSS, and IRS investigations and to maintain operational capability.
