Award of DSMAC Phase III

This document is a Class Justification and Approval (CJ&A) for the use of other than full and open competition. It authorizes the Naval Air Systems Command (NAVAIR) to issue cost and fixed-price type orders under Basic Ordering Agreement (BOA) N00019-20-G-0007 with Raytheon Missiles & Defense (RMD) for supplies and services related to the Tomahawk Cruise Missile Program (TACTOM). This justification is valid until August 31, 2025.

The scope of work includes development, production, reliability, sustainment, and disposal of the TACTOM systems (missiles, capsules, canisters) and their components. Specific efforts encompass:

• Engineering, systems engineering, analyses, prototyping, requirements analysis, logistics, and cost reduction initiatives.
• Support for operational readiness, reliability, system configuration, safety, software, firmware, and hardware.
• Management of weapon system mass properties, engineering change proposals, interoperability, and system performance.
• Training, support equipment, environmental requirements, integration, and installation.
• Energetics, power/propulsion, service life extension, special tooling, logistics support, maintenance plans, and technical data package development.
• Modification and support for system interface, testing, and integration.
• Design, fabrication, assembly, and testing of prototypes.
• System security engineering and obsolescence management.
• Technical and engineering support for operational test launches and unique test activities.
• Services and support for emerging capabilities and algorithm development.
• Sparing studies, failure reporting, analysis, and test data analysis.
• Component life studies, qualifications, and service life extensions.
• Prototype Mid-body Range Safety Subsystem replacement kits.
• Upgraded power and propulsion solutions.
• Analysis and design for additional sensor capability.
• Design and build containers for MST assemblies and kits.
• Research for improved guidance electronics and sensor processor capability.
• Analyses supporting Concepts of Employment, tactics, and airworthiness.
• Modeling and simulation for performance predictions and upgrades.
• Rapid turn-around assessments for urgent need scenarios.
• Obsolescence management and Cost Reduction Initiatives (CRIs).
• Government Furnished Property management.
• Tomahawk recertification planning and procedures.
• Transition to production and recertification of new All Up Round (AUR) capabilities.
• Restart Composite Capsule Launching Systems capsules/Torpedo Tube Launch production.
• Engineering and system engineering studies for external submarine and surface programs.
• Production shutdown and storage of tooling and test equipment.
• Procurement of rotable pool assets for MST missiles.

Orders will be issued under a sole-source basis under the existing BOA N00019-20-G-0007. Specific capabilities, characteristics, or performance standards will be defined at the BOA order level. The estimated cost of the Tomahawk efforts is approximately [REDACTED] Fiscal Year (FY) [REDACTED].

This document is a justification for sole-source procurement, not a solicitation for proposals. Individual orders will be synopsized on beta.SAM, and any responses will be evaluated prior to award.

This procurement is being conducted using other than full and open competition, citing 10 U.S.C. 2304(c)(1) as the statutory authority. NAVAIR determined that RMD is the only source possessing the required technical knowledge, expertise, data, and facilities. Award to any other source would result in substantial duplication of cost to the Government.

A sources sought notice was published on beta.SAM on July 21, 2020, with no responses received.
