This action was awarded on a sole-source basis under the authority of FAR 6.301.1 (a)(2)(III) and 10 U.S.C. 2304(c)(1), citing only one responsible source. NAVAIR determined that Raytheon Missiles & Defense (RMD) is the only source possessing the required technical knowledge, expertise, data, and facilities for the Tomahawk (DSMAC) Redesign. Award to any other source would result in substantial duplication of cost to the Government.
