The Naval Air Systems Command (NAVAIR) awarded a Cost-Plus Fixed Fee (CPFF) Indefinite Delivery / Indefinite Quantity (IDIQ) Contract with a five-year ordering period to Lockheed Martin Rotary and Mission Systems (LM RMS), Owego, New York, on 30 September 2025. This IDIQ facilitates the procurement of technical analysis, engineering, integration support and requirements development in support of the H-60 aircraft, otherwise known as the Technical Maturation IDIQ II (TMIDIQ II). Requirements include initial technical and integration analysis, interface management, modeling and simulation, risk/opportunity mitigation, engineering and integration support for emergent systems, fleet readiness improvements, impact analysis for current and future configurations, Systems Engineering Technical Reviews (SETR) analysis, up to and including Systems Functional Review (SFR) of the MH-60R aircraft. The technical and engineering requirements to be procured under the TMIDIQ II contract will support analysis of urgent user needs and evolving technology enhancements, accelerating the introduction of improvements identified by the Government. The ordering period shall be 30 September 2025 through 29 September 2030.

This action was awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements”. LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R and MH-60S aircraft and weapon system and, as such, is the only source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, experience, and technical data necessary to provide the required supplies and services.

Note: This Award Notice is not a request for competitive proposals. The awarded contract action is for services and incidental material for which the Government has solicited and negotiated with only one source under the authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as the services described above require substantial initial investment and pertinent data. The determination made by the Government to not compete this contract action was based upon responses to the previously published Sources Sought, posted 12 June 2024, and Pre-Solicitation Notice (Synopsis), posted 24 July 2024.
