Solicitation / RFP / RFQ

This is an initial announcement for an Open, Two-Step Broad Agency Announcement (BAA) from the Department of the Air Force, Air Force Materiel Command, AFRL - Rome Research Site. The BAA, titled "AWGER: Adaptive Waveform Generation for Extreme RF" (BAA Number: FA8750-22-S-7006), seeks innovative research in cognitive waveform generation and network control within a unified scenario evaluation environment. The BAA solicits white papers for research, development, integration, test, and evaluation of technologies related to:

• White Paper Format: 3-5 pages, double-spaced, 12-point font. Includes Title/POC info, Task Objective, Technical Summary, and Proposed Deliverables.

• Evaluation Criteria (for white papers): Scientific and Technical Merit, Related Experience, Openness/Maturity/Assurance of Solution, Reasonableness/Realism of Costs.

• Notification: Offerors will receive evaluation results within 45 days of white paper submission.

• General Eligibility: All qualified offerors.

• Foreign Participation: Closed to foreign participation (ownership and nationals), with exceptions for fundamental research and approved FOCI mitigation plans.

• FFRDCs/Government Entities: May propose if work is not available from the private sector and specific eligibility criteria are met.

• Organizational Conflicts of Interest (OCI): Offerors must identify and disclose potential OCIs and provide mitigation plans per FAR 9.5. AFRL has a supplemental policy prohibiting concurrent SETA/A&AS support and technical performance.
