This document is a combined synopsis/solicitation (RFQ) for a one-year subscription to AXXIS services. It is not set-aside for small businesses. The acquisition is for commercial services and is restricted under FAR 6.1. The NAICS code is 513120 with a small business size standard of 1,000 employees.

• Contract Type: Firm-fixed price purchase order.

• Period of Performance: 01 June 2026 through 31 May 2027.

• Quotes are due by 3:00 p.m. (EST) on 06 April 2026.

• Quotes must include: Signed copy of the document, completed Section B (pricing and proposed class dates), and completed Clauses and Provisions on Attachment 3.

• Electronic proposals must be submitted via email to Blair Hartley (Blair.Hartley@dla.mil) and Tyler Merkle (Howard.Merkle@dla.mil).

• Questions regarding the solicitation are due no later than Monday, 06 April 2026, before 3:00 p.m.

• Award will be based on Price, Technical Capability, and Past Performance.

• Bid must be good for 90 calendar days after close of Buy.

• Not set-aside for small business concerns.

• Offerors must be registered in the System of Award Management (SAM).

• Performance Work Statement is provided as Attachment #1.

• Section B is provided as Attachment #2.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the terms and conditions for providing access to AXXIS services, including an Annual Price Service Subscription, historical pricing data, AXXIS Analytics, and AXXIS Professional Services.

• Provide the Government with timely access to the contractor's Platform for the duration of the period of performance.

• Ensure the Platform is accessible and operational 99.9% of the time.

• Provide subscription access to the following items:

  • 0001 Annual Price Service Subscription
  • 0002 Historical pricing data for all AXXIS cities and products
  • 0003 AXXIS Analytics
  • 0004 AXXIS Professional Services

• Access will be provided via the contractor's Platform and FTP directly into DLA Energy's EBS.

• Five (5) authorized users per product are allowed.

• Period of Performance: 6/1/2026 - 5/31/2027.

• The contractor is not authorized to automatically renew service after 11:59 p.m. eastern local time on 31 May 2027 without written authorization.

• Invoicing must be uploaded into the Wide Area Workflow (WAWF) system in accordance with DFARS 252.232-7003.

• Invoices shall not be mailed directly to Defense Finance & Accounting Service (DFAS).

• DFAS will not make payment unless the invoice is certified and accepted by a DLA contracting officer through WAWF.
