This document provides responses to vendor questions and clarifications regarding the Solicitation (RFQ) for the FWS - Imperial NWR – Installation of In-Ground Water Pump Project.

• Well Water Level: The current water level is unknown. Offerors are responsible for verifying field conditions that may affect pricing. The Government will not provide additional measurements.

Statement of Work (SOW)

To install a new in-ground water pump system at the Imperial National Wildlife Refuge in Yuma, AZ, to replace a failed system and ensure reliable water delivery for domestic and landscape supply.

Furnish and install a new in-ground water pump system, including:

• A submersible pump (s1 S.E.I. 6” 90GPM, 3 HP, 230V, 3-wire)

• Pump control box with overload protection

• Sanitary well seal at the top of the well casing (no pitless adapter)

• New pressure switch and check valve

• Proper sealing of the well casing per Arizona Department of Water Resources standards

• Testing and commissioning of the complete system for flow, pressure, and electrical safety.

• Work site: Imperial NWR, 12812 N. Wildlife Way, Yuma, AZ 85365.

• Initiation: October 2025.

• Duration: Less than three consecutive workdays once started.

• Normal duty hours: Monday-Thursday, 7:00 a.m. - 4:30 p.m.

• Contractor Qualifications: Must be a licensed and bonded water well/pump installation contractor in Arizona with demonstrated experience.

• Submittals: Product data/cut sheets, performance specs, wiring diagrams, installation details.

• Safety & Compliance: Adherence to LOTO procedures, trenching/shoring plan (if needed), proof of license/insurance/bonding, and required permits from Yuma County/AZ Dept. of Water Resources.

• Installation Documentation: Pump serial numbers, well log update, flow test results, electrical readings, photos.

• Project Closeout: As-built diagrams, warranty documents, O&M manuals, basic training, and final Government inspection/sign-off.

• Government-Furnished Equipment (GFE): Electrical power access at the site and water discharge location for testing.

• Contractor is responsible for all labor, materials, and equipment for installation.

• Acceptance contingent upon compliance with codes, proper installation, functional testing, quality workmanship, timely completion, and site cleanliness. Final inspection confirms system functionality and safety.

Solicitation / RFP / RFQ

This solicitation is for the replacement of garage doors at the Imperial National Wildlife Refuge (NWR). The selected offeror will be responsible for providing all labor, equipment, materials, tools, and incidental items necessary for the project, as detailed in the Statement of Work.

• A site visit is scheduled for Wednesday, April 22, 2026, from 8:00 AM to 9:00 AM MST at the Imperial NWR. RSVP to Christina_Mann@ios.doi.gov no later than 24 hours prior to the site visit.
