This solicitation is for the procurement of B-1 Borescopes. The government plans to issue a single purchase order for this requirement under a firm-fixed-price contract.

• The primary deliverable is "B-1 Borescopes" as detailed in the Item Description (Attachment A25-046).

• The Product Service Code is 6650.

• Packaging shall be in accordance with the Contractor's commercial best practice. Individual shipments exceeding 150 pounds, 108 inches in length, or 130 inches in girth plus length shall be packaged on skidded crates or palletized. The exterior container shall be marked "NOT FOR OUTSIDE STORAGE."

• Unique Item Identification (UII) is required for all items, as detailed in DFARS Clause 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: Delivery is on or before August 14, 2026.

• The contract will be administered by Tinker AFB, OK.

• Offer Due Date: April 16, 2026, at 12:00 PM local time.

• Submission Method: Quotations must be submitted to the office specified in Block 9 of the solicitation.

• Evaluation: This acquisition will be conducted under FAR Part 12 procedures. Award will be made to the vendor with the lowest total evaluated price (TEP) whose quotation conforms to the solicitation requirements. Price is the only evaluated factor. The government may waive informalities and minor irregularities.

• Interchanges: The government intends to award without interchanges but reserves the right to conduct them if necessary.

• This acquisition is a 100% set-aside for Small Business.

• The North American Industry Classification System (NAICS) code is 334519 with a size standard of 600 employees.

• The Contracting Officer is the sole point of contact for this acquisition. Address any questions or concerns to the CO at the address in Block 9.

• An Ombudsman has been appointed to address concerns from interested vendors.

• The solicitation incorporates FAR clauses by reference, including FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation Factors for Award).

• Two (2) borescope kits required.

Portable Kit Requirements:

• Case features: telescoping pole kit/shoulder strap, rigid sleeve for scope protection, hooks or base for aircraft mounting.

Display and Functionality:

• LCD screen: at least WVGA or XVGA resolution, minimum 4 inches diagonally.
• Zoom: 5x minimum.
• Data transfer capability to external media.
• Probe articulation: full 360-degree rotation in any direction.

Compliance:

• Must be compliant with MIL-STD-810H (specifically paragraphs 501.7, 502.7, 506.6, 507.6, 509.8/509.7, 510.7, 511.7, 514.8, 516.8, 521.4) or equivalent paragraphs in MIL-STD-810G.
