This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) in accordance with FAR Part 12. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a sole source, firm-fixed-price contract for the acquisition of B-1 Cabin Pressure Testers.

• Quantity: 2 Each

• Period of Performance: 34 weeks After Receipt of Order (ARO)

• Specifications: Must meet the specifications outlined in the Statement of Work (SOW).

• Quotation Sheet: Vendors must provide a company quotation sheet documenting how their quoted item meets the SOW specifications.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 34 weeks ARO

• Submission Deadline: 16 June 2026, 3:00 PM Tinker AFB OK Central Daylight Time (CDT).

• Submission Method: Emailed quotations are preferred. Vendors must "wet" sign, date, and fill in pricing and delivery dates on page 2, and complete Unit Pricing on page 3. Return one completed and signed copy to the issuing office.

• Evaluation: Award will be conducted and evaluated under the provisions of FAR Part 12.201-1.

• Sole Source: This solicitation is issued as a sole source.

• Registration: Vendors must be registered in the System for Award Management (SAM) database to be eligible for award.

• The Government reserves the right to cancel this solicitation at any time.

• The Government will not reimburse vendors for any costs incurred in the preparation of a response.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for procuring two (2) Diesel-Powered Cabin Pressure Testers (CPTs) to replace existing, obsolete, and unreliable equipment used for measuring pressure leaks in B-1 aircraft cabins.

• Procurement of two (2) Diesel-Powered Cabin Pressure Testers (Part Number: 99421-100).

• CPTs must be specifically designed and certified for use on B-1 aircraft.

• CPTs must be manufactured with new or unused components.

• Reliability: The CPTs must perform reliable leak tests to reduce rework and downtime. The contractor will report the Mean Time Between Failures (MTBF) hours.

• Testing: CPTs must accurately pressurize the B-1 aircraft cabin and precisely measure the cabin leakage rate as outlined in applicable B-1 Technical Orders.

• Compatibility: CPTs must be fully compatible with the B-1 aircraft's current pressure system, including existing test ports and fittings. The contractor is responsible for providing any necessary adapters.

• Safety: CPTs must meet all applicable safety standards and certifications.

• Portability: CPTs should not exceed 4ft x 3ft x 2ft and should not exceed 150 lbs. If on wheels, the wheels must be lockable.

• Safety: Adherence to Commander's Safety Intent, "Speak Out for Safety" initiative, Communicating Hazards of Workplace (CHOW), and submission of a Safety and Health Plan (SHP) and site safety checklist. Contractor personnel must follow government direction during emergencies and participate in drills.
