This document is a combined synopsis/solicitation for the restoration of a B-2 static display aircraft. The acquisition is set aside for small business concerns. The work involves comprehensive repair, refurbishment, and repainting services to ensure the aircraft's long-term preservation.

• Thorough cleaning of the aircraft structure to remove dirt, debris, and mold.

• Identification and repair of all leaks, cracks, and damaged components, including internal bracing.

• Repair of delaminated areas using epoxy, fiberglass, and mesh.

• Sanding, priming, and repainting the aircraft in its original scheme.

• Reapplication of all current insignia, markings, and stenciling.

• Application of a clear coat and UV sealant for protection against sun and heat exposure.

• The contract award will be based on price/technical to determine best value.

• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers.

• Offers (quotes) must be submitted electronically to the specified Points of Contact (POC).

• The deadline for quote submission is 1300 PM Central Daylight Time (CDT) on Friday, 27 March 2026.

• The Technical Plan, not exceeding two (2) pages, must outline how the offeror will accomplish the repair, cleaning, and protection tasks.

• Evaluation factors include Price and Technical. The lowest three (3) offers will undergo technical evaluation.

• This acquisition is set aside for small business concerns.

• Site Visit: Thursday, 19 March 2026, at 0900 AM CDT.

• RSVP for Site Visit: By Wednesday, 18 March 2026, 0900 AM CDT.

• Questions Deadline: Friday, 20 March 2026, 1300 PM CDT.

Statement of Work (SOW)

To repair, refurbish, and repaint the B-2 static display aircraft located at HQ AFGSC, Barksdale Air Force Base (AFB).

• Furnish all management, labor, materials, tools, equipment, parts, and supplies for the restoration.

• Ensure compliance with all applicable environmental regulations.

• De-install the aircraft from its pedestal, transport it to a restoration facility, and re-install it on the original pedestal.

• Clean the aircraft structure to remove dirt, debris, and mold, using an approved bleach solution.

• Identify and repair all leaks, cracks, and damaged components, including adding internal bracing as needed.

• Repair delaminated areas using epoxy, fiberglass, and mesh.

• Clean, sand, prime, and repaint the pedestal in its original color, applying a clear coat and UV sealant.

• Prepare the aircraft surface by tarping the area, using high-pressure washing, scraping, sanding, and priming.

• Apply paint in the original scheme, reapplying insignia, markings, and stenciling.

• Use Industrial Catalyzed Urethane type paint or better for color coats, achieving a wet mil thickness of 4.0-4.5 mils.

• Apply 2 or more coats of Valspar AC4400 Clear coat HS or better for UV protection.

• Ensure all paint and primers containing HAPs/VOCs are applied by rolling or brushing, not spraying.

• Provide Safety Data Sheets (SDS) to the CE Environmental Office.

• Commencement within sixty (60) calendar days of contract award.

• Period of Performance (PoP) not to exceed ninety (90) calendar days from the commencement of work.

• Workmanship warranty for a minimum of five (5) years.

• Coordinate all on-site scheduling with the HQ AFGSC Facility Manager.

• Contractors must satisfy background verification and insurance requirements for Barksdale AFB access.

• Manage all data created for Government use according to Air Force Records Management procedures.
