Scope of Work
The selected contractor will serve as a strategic supply chain manager for the B-2 weapon system, providing program management, engineering services, and supply chain management. Key deliverables include:
- Executing complex reverse engineering projects to develop Government-owned Level 3 Technical Data Packages (TDPs) for obsolete or unavailable parts.
- Acquiring technical data and intellectual property rights from Original Equipment Manufacturers (OEMs) to secure Unlimited Rights for the Government.
- Establishing and managing a "hub-and-spoke" industrial model, including qualifying and managing subcontractors.
- Managing the process for airworthiness qualification of new parts, repairs, and technical data.

Eligibility & Submission
This notice is NOT a Request for Competitive Proposals. However, any alternate responsible sources challenging this sole-source determination must submit a capability statement. Respondents must demonstrate they possess specific mandatory qualifications, including:
- Not being an OEM or significant mission systems provider for the platform (due to Organizational Conflicts of Interest).
- Prime Integrator Experience with low-density, high-demand, aging strategic military aircraft fleets.
- Specialized Infrastructure & Security, including Special Access Program (SAP) clearance and appropriate facilities.
- Engineering and Data Acquisition Expertise, specifically in reverse engineering and data rights acquisition.
- Supplier Network Enablement experience. Capability statements are limited to 10 pages, single-spaced, 12-point Times New Roman font. Do not submit proposals or pricing information. Foreign participation is not permitted at the prime contractor level.
