Sources Sought

This document is a Sources Sought notice issued by the United States Air Force (USAF) to conduct market research. The USAF is seeking to identify potential sources with the expertise, capabilities, and experience to support a contract for the rapid procurement, sustainment, further development, and/or modification of existing zonal radar capability for the B-2 Weapon System. The anticipated period of performance is five years. This notice is for information and planning purposes only and is not a solicitation. Responses will not be considered offers and cannot be accepted to form a binding contract. The government will not pay for any information or administrative costs incurred in response to this notice.

The contractor will be expected to demonstrate capabilities in:

• Fabricating existing items.

• High-Resolution Surveillance: Providing detailed, high-resolution imaging of aerial, ground, and maritime targets for threat detection and situational awareness.

• Wide-Area Coverage: Supporting extensive geographical areas for border security, airspace monitoring, and large-scale surveillance.

• Multi-Target Tracking: Simultaneously tracking multiple targets with high accuracy.

• Electronic Counter-Countermeasures (ECCM): Operating effectively in contested environments with resistance to jamming.

• Synthetic Aperture Radar (SAR) Capabilities: Supporting high-resolution imaging for reconnaissance and intelligence gathering.

• Modular and Scalable Design: Tailoring systems for specific mission requirements.

• Real-Time Data Processing: Delivering real-time operational data.

• Mobility and Deployment Flexibility: Enabling rapid deployment for tactical operations or fixed-site installations.

• Integration with Other Systems: Interfacing with command, control, communication, and intelligence (C3I) systems.

• Low Power Consumption and Compact Design: Optimizing for field use.

• Modifying existing item designs to address obsolescence.

• Performing technology updates.

• Providing Technical Data Packages (TDPs), including change packages, supplements, and revisions.

• Providing existing system components, addressing obsolescence, maintenance, testing, certification, and new functional requirements.

• Providing existing Ground Support System components.

• Submitting Engineering Reports, including program status updates, schedules, test plans, and deficiency analysis.

• All deliveries must include a minimum of a 5-year warranty.

• Period of Performance: Expected to span five years.

• The USG has Technical Data Packages for existing items that are insufficient for a third-party to manufacture, and several items have restricted data rights.

• The contractor must provide for the security of classified and unclassified hardware and documentation up to the SECRET level. Minimum personnel security clearance required is SECRET.

• Interested firms should submit a capabilities package by 4:00 p.m. EST on April 30, 2026.

• The package should be limited to 10 single-sided 8.5 x 11 pages, Times New Roman, 12-point font.

• Submissions should describe technical expertise, experience, personnel, facilities, and motivation for participation.

• Past project references must relate to the described experience within the past five years.

• Any existing DoD contractual vehicles should be referenced.

• Submissions should be sent electronically to alana.williams.1@us.af.mil or hardcopy mailed to AFLCMC/WBZ, Attn: Ms. Alana Williams, BLDG 556, 2690 Loop Road West, Wright Patterson AFB, OH 45433-7148 within 20 calendar days from the announcement date.

• Electronic transmissions should be in Microsoft Office or Adobe PDF compatible format.

• NO SOLICITATION IS AVAILABLE AT THIS TIME. PROPOSALS ARE NOT BEING REQUESTED OR ACCEPTED.

• Both large and small businesses are encouraged to participate.

• Firms should indicate their business size (large, small, Small Disadvantaged, Women-Owned, 8(a), Service-Disabled Veteran-Owned, Veteran-Owned, Historically Underutilized Business).

• NAICS codes: 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing).

• All prospective contractors must be registered in the System for Award Management (SAM) database.

• Requesting parties must prevent foreign intelligence collection and/or unauthorized disclosure of ITAR/EAR information.

• Requestors must comply with applicable DoD and AF issuances concerning Controlled Unclassified Information (CUI).
