• RFO Provision 52.212-2, Evaluation – Commercial Products and Commercial Services: Addendum provided. The Government intends to award a single, firm-fixed-price purchase order based on Best Value, considering Technical Capability (pass/fail), Price, and Past Performance. Technical Capability requires a Technical Narrative (max 3 pages), Portfolio of Relevant Experience (2-3 projects), and a High-Level Project Schedule. Price must be submitted on Attachment 3. Past Performance will be evaluated using various sources, and offerors may submit information via Attachment 4.

• Clauses and Provisions: Several RFO provisions and clauses are incorporated by reference or full text, including those related to SAM registration, reporting, instructions to offerors, evaluation criteria, terms and conditions, small business set-aside, and F.O.B. Destination. Specific R-DFARS provisions related to safeguarding covered defense information and prohibitions on certain telecommunications equipment are also included.

• The response deadline has been extended to 24 April 2026.

• Offerors must submit all required technical and pricing information with their initial quote, as post-submittal inquiries will be limited.

• The evaluation criteria emphasize technical capability, price, and past performance, with specific documentation requirements for each.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a 1:8 scale, outdoor-use model of a B-52H Stratofortress Bomber for static display at Minot AFB, North Dakota, to honor the personnel who maintain the aircraft.

• Create and deliver a 1:8 scale B-52H Stratofortress Bomber model, including its external structure, markings, and mount.

• The model must be built to match the external frame dimensions of the actual aircraft.

• Provide step-by-step instructions for the proper assembly of the model and mount. Installation is not required.

• The vendor must contact the designated Point of Contact (POC) at least 14 calendar days prior to delivery.

• Delivery must occur before 12:00 PM CST in a crate(s) to the specified address.

• The model and mount must not exceed 550 lbs.

• Delivery Location: Minot Air Park parking lot (across from 167 Summit Drive, Minot AFB, ND 58705) or Cruise Missile Lane, Bldg 862 (secondary, if weather is unsafe for outdoor delivery).

• Material Durability: Structural strength to withstand extreme weather conditions including temperatures from -50°F to +100°F, winds up to 75 mph, heavy snow and ice accumulation, and long-term UV exposure.

• Base Access: Delivery personnel require a sponsor to obtain a Base Pass at the Minot AFB Visitor Center. All personnel must present a valid REAL ID for base entry. Non-U.S. Citizens require two forms of government-issued documentation. Sponsor will escort personnel.

• Delivery Timing: Must arrive prior to 12:00 PM CST.

Forms submitted directly from the contractor being evaluated will be discarded. The completed document should be marked "Source Selection Sensitive."
