Advance Notice / Sources Sought

These services will support existing, near-term, and out-year projects, technology developments, prototyping, demonstrations, fielding, and sustainment efforts. Support will be provided at NSWCDD, test facilities, contractor facilities, and in the field.

• Contract Type: The government contemplates awarding a Cost-Plus-Fixed-Fee (CPFF) Level of Effort Task Order.
• Period of Performance: A Base Period of 12 months, plus four (4) Option Years of 12 months each, totaling 60 months.
• Location: Primarily at NSWCDD in Dahlgren, Virginia, and contractor facilities. Support is also required at Wallops Flight Facility in Wallops, VA.

Small business SeaPort NxG prime contractors are requested to submit capability statements (max 15 pages, font size 10+) by 10:00 AM ET on April 20, 2026, via email to Sophia Somsen and Sean McGovern. Capability statements should address:

• Offeror's capabilities related to the draft SOW.
• Company profile, DUNS number, and Small Business status (including specific categories).
• Qualifications, capabilities, certifications, and experience of personnel, including security clearance levels and planned team members.
• Ability to meet security requirements (SOW Section C.8.7).
• Plan and timeline to meet surge requirements.
• Past performance on similar efforts within the last three years (services, dollar value, contract number).
• Any "similarly situated entity" arrangements.
• Plan and timeline to meet Cyber Maturity Model Certification (CMMC) Level 2 (Self).

This requirement will be solicited amongst SeaPort-NxG MAC holders only. A set-aside decision will be announced when the solicitation is released.

An Industry Day will be held on April 27, 2026, at the University of Mary Washington Dahlgren Campus. Registration is required by April 13, 2026. Attendees will need Company ID or Common Access Card (CAC) for entry. Attendance is limited to companies with active SAM registration, with a maximum of two individuals per company.

Statement of Work (SOW) / Performance Work Statement (PWS)
