Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The US Geological Survey (USGS), under the Department of the Interior, is conducting a Sources Sought market research effort to identify qualified parties for Groundwater Modeling support. This involves compiling existing Indian Tribal streamflow and groundwater elevation hydrologic data (1950-2026) to aid in a groundwater model history matching process near the Keweenaw Bay Indian Community (KBIC). Responses will help determine the procurement method, potentially leading to a small business set-aside or full and open competition. Responses are due by May 22, 2026.
Scope of Work
The contractor shall:
- Review and compile previously collected Keweenaw Bay Indian Community (KBIC) streamflow and groundwater elevation hydrologic data within the KBIC L’Anse Reservation and specified study basins (Sturgeon River, Lake Superior Tributaries, Falls River, Silver River, Slate River, Ravine River, and Headwaters Michigamme Creek).
- Organize available hydrologic data into a machine-readable dataset (.csv, Excel, shapefile) including measurements (groundwater elevation, streamflow), collection dates, and latitude/longitude.
- Provide written or verbal feedback on the groundwater model and its results, specifically as they relate to KBIC’s groundwater priorities and local knowledge of water resources.
- Participate in iterative meetings with USGS groundwater modelers to review results, provide input, and discuss model updates.
- Participate in quarterly project check-in calls.
Submission Requirements
Interested firms must provide:
- A tailored capability statement addressing the services described.
- Specification of business type (e.g., Indian Small Business Economic Enterprise (ISBEE), small business, 8(a), HUBZone, SDVOSB, or other than small business) under NAICS code 541360.
- Point of contact name, email, Unique Entity ID (UEI), and confirmation of active SAM.gov registration.
