Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire contractor services to enhance operational assumptions within the CalSim model and support the Bureau of Reclamation (Reclamation) in related operations analysis. This includes focusing on allocation, export, rescheduling, model efficiency, Cooperating Operations Agreement (COA) considerations, and Millerton operations logic.

• Support the development and ongoing needs of the CalSim model, which simulates monthly operations for the Central Valley Project (CVP) and State Water Project (SWP).

• Implement flexibility in CVP/SWP COA accounting and explore alternative coordinated operations.

• Support current COA implementation and analyze COA balance.

• Improve model efficiency through various means, including cycle structure and simulation of San Joaquin groundwater.

• Redesign logic for Millerton Lake operations and implement CVP operations of the Delta Mendota Canal and Joint Use Branch of the California Aqueduct.

• Create a database of historical water sources, water uses, and data sources for contractors in CalSim.

• Develop post-processing tools for quality assurance, model diagnostics, and system efficiency analysis.

• Provide modeling and training support for Central Valley Operations and the Bay-Delta Office Modeling Division on an as-needed basis.

• Weekly meetings to facilitate progress updates and coordination.

• Regular progress reports (at least quarterly).

• Deliverables (WRESL code, post-processing scripts, spreadsheets, memorandums, educational materials, technical analyses) must be free from technical errors and contain accurate data.

• Logical interpretation of data from resulting products must be possible.

• Base Year: March 1, 2026 – February 28, 2027

• Four Option Years extending through February 28, 2031.

• Work to be performed at the Contractor's facility and other appropriate locations for meetings.

• Time and Materials (T&M) Service Contract.

• Deliverables to be provided via secure online platform (e.g., SharePoint).

• Contractor to provide a secure online platform for Reclamation to access final models.

The objective of this contract is to acquire contractor services to support improvements to operational assumptions within the CalSim model and assist the Bureau of Reclamation (Reclamation) in related operations analysis. This includes focusing on allocation, export, rescheduling, model efficiency, Cooperating Operations Agreement (COA) considerations, and Millerton operations logic.

• CalSim Model Development: Support ongoing needs for CalSim model development, including exploring allocation procedures, implementing flexibility in CVP/SWP COA accounting, supporting current COA implementation analysis, improving model efficiency (cycle structure, groundwater simulation, etc.), redesigning Millerton Lake operations logic, implementing CVP operations of the Delta Mendota Canal and Joint Use Branch, and creating a database of historical water sources and uses. Tasks will be prioritized by Reclamation.

• Operations and Modeling Staff Support: Provide modeling and training support to Central Valley Operations and the Bay-Delta Office Modeling Division on an as-needed basis for unforeseen and time-sensitive tasks. This may include CalSim modeling support, educational sessions, technical analyses, data gathering, and review of draft models.

• Project Management, Meetings, and Coordination: Establish and maintain recurring weekly meetings with Reclamation, manage project schedules jointly, and provide progress reports and summaries.

• Data Management and Documentation: Provide final models and documentation for all code developed under this contract by the end of the contract period, including comments within the code and requested memorandums. A secure online platform will be used for access.

• Project Management: 95% of requested meetings, invoices, and progress reports submitted on time.

• CalSim Development & Staff Support: Products should be free from technical errors, contain accurate data, and allow for logical interpretation. Interim WRESL code and post-processing scripts to be available within 2 business days of Reclamation request.

• Data Management: Models and documentation must be accessible to Reclamation and free from technical errors.

• Period of Performance: Base Year (March 1, 2026 – February 28, 2027) plus 4 Option Years (through February 28, 2031).

• Place of Performance: Contractor's facility and other appropriate meeting locations.

• Contract Type: Time and Materials (T&M) Service Contract.

• Deliverables: Progress meeting summaries, invoices, progress reports, WRESL code, post-processing scripts, memorandums, educational materials, technical analyses, and final models/documentation.

• Holidays: Work will not be performed on Federal Government recognized holidays.
