Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Interior (DOI), specifically the Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), has issued a Request for Information (RFI)/Sources Sought for a Sand, Sediment, & Critical Mineral Investigation in Federal Waters Offshore Louisiana (Ship Shoal). This RFI aims to identify interested small businesses capable of performing geophysical surveys, geological sampling, and laboratory analysis, and to collect industry feedback on a Draft Statement of Work (SOW). Responses are due by May 12, 2026.
Purpose & Scope
This RFI is for market research only and is not a solicitation. Its primary goals are:
- To identify small businesses with capabilities in offshore geophysical surveys, geological sampling, and laboratory analysis.
- To gather industry feedback on the clarity, feasibility, and efficiency of the Draft SOW for the Ship Shoal investigation.
BOEM intends to expand its National Offshore Sand Inventory (NOSI) and National Offshore Critical Minerals Inventory (NOCMI) through this effort, focusing on the Ship Shoal region.
Key Requirements & Scope of Work (Draft SOW)
The planned investigation includes:
- Geophysical Survey: Approximately 365-483 line miles of data collection (bathymetry, sub-bottom profiling, magnetometer, side-scan sonar) to clear sampling locations and identify resources.
- Geological Sampling: Collection of approximately 30 vibracores (
30 ft penetration) and 10 deeper cores (50 ft penetration). - Laboratory Analysis: Grain size analysis (approx. 4 samples per core) and critical minerals analysis (approx. 2 samples per core).
- Data Management: Development of investigation plans, resource quantification, and data formatting for the Marine Minerals Information System (MMIS).
Requested Information from Industry
Respondents should provide:
- Company Information: Name, address, UEI, small business category, and point of contact.
- Demonstrated Capabilities: Experience in offshore geophysical surveys, coring operations, marine logistics, laboratory analysis (grain size, critical minerals), and data processing/interpretation.
- Past Performance: Up to three relevant projects from the last ten years.
- Capacity and Availability: Ability to mobilize, staffing, equipment access, vessel readiness, and estimated scheduling.
Feedback on Draft SOW
BOEM specifically seeks comments on technical requirements (instrumentation, line-mileage, core depth/quantity), data standards, operational feasibility, and cost/schedule considerations.
Response Instructions
Responses should be submitted electronically in PDF or Word format, not exceeding 10 pages, to the point of contact listed in the official posting. No proprietary or classified information should be included.
Contract & Timeline
- Opportunity Type: Sources Sought (Market Research)
- Set-Aside: None specified (market research stage)
- Response Due Date: May 12, 2026, 4:00 PM ET
- Published Date: April 28, 2026
- Period of Performance (Anticipated): 2 years from contract award (if a solicitation results)
