Quick Summary

The Bureau of Reclamation (USBR) is seeking qualified laboratories to provide Organic & Inorganic Soil, Sediment & Water Laboratory Analysis services. This opportunity will result in the award of up to five (5) Firm Fixed-Price Blanket Purchase Agreements (BPAs) for a five-year period. Scope of Work

Contractors will perform laboratory analysis of soil, sediment, and water samples for both inorganic and organic parameters. Samples will be collected by Reclamation from California, Oregon, and Nevada. Key requirements include:

  • Analyzing samples using approved EPA or other specified methods.
  • Providing Level 1 certified bottles upon request.
  • Participating in annual performance testing studies.
  • Submitting electronic data reports and Electronic Data Deliverables (EDD) conforming to Attachment B specifications.
  • Conducting all analysis in-house; subcontracting requires prior approval.
  • Adhering to specified turn-around times: 3 weeks for initial analysis, 2 weeks for first re-analysis, and 1 week for subsequent re-analysis or holding time failures.

Contract Details

  • Contract Type: Firm Fixed-Price Blanket Purchase Agreements (BPAs).
  • Period of Performance: 5 years, from September 1, 2026, through August 31, 2031.
