B1501 HVAC Controls Upgrade

Statement of Work (SOW)

To replace the existing Direct Digital Control (DDC) and associated equipment with new equipment in Building 1501 at Mountain Home Air Force Base (MHAFB).

• Replace controls for 2 AHUs, 20 VAVs with reheat, 4 VAVs with reheat and CO2, and 2 Fan Coil Units (AC-1&2).
• Install 1 HVAC Emergency Shutdown switch, 1 hot water system control, 1 hot water loop pump, 1 Outside Air sensor, and 1 BACnet Router.
• The project involves replacing the current JCI DDC controls with updated equipment for the existing HVAC system.
• All work must adhere to current standards set forth by UFC, IBC, IMC, IPC, IECC, NEC, NFPA, ICC, AFETL, AFI, and other applicable standards.
• Remove and dispose of existing HVAC system components being replaced.
• Install a new, open protocol, web-based, direct digital automatic control system.
• Pre-configure all new devices before connecting to the Energy Management Control System (EMCS) network.
• Sanitize all Internet Protocol (IP) addresses on replaced equipment.
• Provide and install required control valves, actuators, and ancillary DDC material.
• Provide and install 24V transformers for DDC controllers.
• Provide BACnet integration with system boilers.
• Label all controllers, wiring, and cabinets with proper tag ID.
• Map all new points to the existing Mountain Home AFB Automated Logic front-end server.
• Provide all programming, graphics, and commissioning.

90 calendar days from the Notice to Proceed (NTP).

• Contractor must verify site conditions and dimensions.

• Obtain all required permits from MHAFB, federal, state, and local agencies.

• Complete DAF Form 4394 and DD Form 2875 to access the EMCS network.

• Follow the base Environmental Protection Plan for hazardous materials.

• Recyclable materials may be taken to the base recycle center; otherwise, dispose of off base.

• Submit As-Built Drawings, Recycled material weight tickets, controller cut sheets, and O&Ms.

• Minimize interruption to building operations; schedule lengthy downtime 1 week in advance.

• Work must comply with specified UFC, NFPA, and ASHRAE standards.

• Government has 10 calendar days to review design submittals.

• Contractor shall furnish two (2) copies of operation and maintenance manuals and a Sequence of Operations.

• Provide on-site system training/walk-through with end users.

• Contractor warrants work for one (1) year from the date of final acceptance.

• Adhere to base access protocols, including security force requirements and potential delays.

• Prohibited from possessing weapons, firearms, and ammunition on base.

• Obtain necessary dig permits prior to any digging activities.

• Furnish operation and maintenance manuals and Sequence of Operations.

• Provide on-site system training.

• Request final acceptance meeting.

• Complete punch list items identified by the Government.

One (1) year from the date of final acceptance of the work.

Solicitation / RFP / RFQ

This is a pre-solicitation notice and Request for Information (RFI) for a design-build project to upgrade HVAC controls on Bldg 1501 at Mountain Home Air Force Base (MHAFB), Idaho. The 366th Contracting Squadron is seeking information from responsible contractors to gauge interest and capabilities, particularly within the Small Business Community (including SDB, 8(a), HUBZone, SDVOSB, and WOSB programs). The government aims to ensure adequate competition for the upcoming Request for Quote (RFQ).

• Provide and install a new, open protocol, web-based, direct digital automatic control system.

• All digital work must be conducted through maintenance laptops after connection to the EMCS network.

• Install new cabinets for hardware; do not use existing cabinets.

• Demo existing JCI cabinets, controllers, and thermostats.

• Run, install, and program a new HVAC Emergency Shutdown button.

• Provide BACnet integration with system boilers.

• Provide and install 24V transformers for DDC controllers.

• Provide all programming, graphics, and commissioning.

• Startup and ensure functional system operation.

• Estimated magnitude of the construction project: $100,000 - $250,000.

• Period of Performance: Sixty (90) calendar days from the Notice to Proceed (NTP).

• Location of Work: Mountain Home Air Force Base.

• This notice is an RFI; no offers will be accepted. Responses are voluntary and for market research only.

• The upcoming solicitation will be an RFQ.

• Tentative RFQ issuance date: March 11th, 2026.

• Tentative bid opening date: April 10th, 2026.

• Requests for the RFQ should be submitted by April 9th, 2026.

• The RFQ will be posted on SAM.gov and conducted through PIEE.

• Anticipated award will be restricted to small businesses.

• Further set-aside determination will be based on RFI responses.

• Interested firms must be registered in SAM.gov.

• Firms must provide their SAM.gov Unique Entity ID (UEI), address, POC, phone, and email.

• Express interest in bidding on this project.

• Provide a statement of qualifications and capability, including technical experience.

• Identify Small Business category (Small Business, WOSB, SDB, 8(a), HUBZone).
