Evaluation Factors

Proposals will be evaluated based on criteria outlined in clause 52.212-2 (Instructions to Offerors-Commercial Products and Commercial Services) found in Attachment 2. Submissions must include a Quote (total price from the Pricing Schedule) and a Capability Statement in accordance with the Statement of Work.

Special Requirements

  • Contractor must provide all management, tools, supplies, equipment, and labor, with all materials being contractor-furnished and new.
  • No advanced payments will be made.
  • Compliance with the Service Contract Act (SCA) Wage Determination No. 2015-5157, Revision No. 29, is mandatory for labor costs.
  • Contractors must adhere to Department of the Air Force Occupational Safety and Health (AFOSH) Standards and base access procedures, including obtaining personnel clearances and passes (EAL form provided).
  • Prohibited materials include mercury, toluene, chlorinated solvents, carcinogens, and Class 1 Ozone Depleting Chemicals.
