Quick Summary
The Kansas Air National Guard, through W7M9 USPFO ACTIVITY KSANG 184, is conducting a Sources Sought market research effort for the B16 Generator PLC Upgrade project at McConnell AFB, Wichita, Kansas. This notice aims to identify qualified sources, including small businesses, capable of inspecting, troubleshooting, repairing, and upgrading Programmable Logic Controller (PLC) systems for Kohler 1.5 MW Diesel Generators in Building 16. Responses are due by January 28, 2026.
Project Scope
The project involves upgrading PLCs and associated switchgear for three Kohler Generators in Building 16 due to failing or obsolete components. Key tasks include:
- Replacing a total of 7 PLCs (3 in Building 16) and 5 I/O modules.
- Upgrading Modbus communication to Ethernet, requiring 7 CAT 5 cable installations.
- Updating the Human-Machine Interface (HMI) to communicate with new PLCs and equipment.
- Verifying system operation, installing components, updating PLC and HMI programming, and replacing power transducers.
- Ensuring repairs with a function check of generator operations in standalone and parallel modes.
- An optional task involves replacing a single master controller with three individual controllers to improve HMI communication. Work must comply with specified sequences of operation, and system verification includes testing generator control (synchronizing, load control, load sharing). Operator training is required post-verification.
Contract Details & Requirements
This is a Sources Sought announcement for market research purposes only. The small business size standard is $19 million for NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors). While currently designated as a Total Small Business Set-Aside, the agency notes it may be advertised as unrestricted if adequate small business competition is not found. A critical requirement is that the prime contractor must subcontract with 3E Company (Electrical Engineering & Equipment Co.) as they are the designated OEM regional representative for Kohler. Place of Performance: Building 16 at McConnell AFB, Wichita, Kansas.

Special Considerations
Contractors must adhere to specific base access procedures, including security checks and Real ID requirements. Compliance with OSHA, AFOSH, and other safety regulations is mandatory, including a pre-construction meeting. Strict adherence to HAZMAT and confined space procedures is also required. Contractors are responsible for providing all necessary resources and must acknowledge a site inspection has been completed prior to bid opening.
