This document contains responses to vendor questions regarding the opportunity, clarifying various aspects of the project scope, technical requirements, and logistical details.

• Site Visit: The March 26, 2026 site visit was not mandatory for bidding eligibility.
• PLC Hardware: The existing PLC hardware is STB NMP 2212 Advantys STB standard Modbus Plus network interface module (NIM) with Analog and Digital I/O Modules. Failures have occurred on one main island (NMP 2212) and one Analog module (STB AVO 1250).
• Scope of Modernization: Modernization aims to provide each PLC section with the capability to act as a master controller or operate standalone if other sections fail, while maintaining original operational parameters.
• Acceptance Testing: Testing must confirm the capability for each generator to parallel with other generators and the utility for a Closed “Soft” Transfer.
• 3E Company Role: 3E is the regional Kohler/Rehlko distributor responsible for this specific system and is expected to perform most of the work due to proprietary equipment and programs. They are certified by Kohler for this system.
• Documentation: Drawings, schematics, and prior documentation are available. Wiring diagrams, site online information, and switchgear communication diagrams are provided digitally, with paper copies available for the third generator. Contractors can schedule times to review these documents.
• Generator Paralleling: The switchgear supports both generator-only paralleling and utility paralleling.
• HMI Information: Passwords for the system are available. 3E Company performed an HMI upgrade last year and should have a specific login. Information on the new unit will be provided.

While no amendments have been issued, these clarifications provide essential details for bidders to accurately scope their proposals and understand technical requirements. Bidders unable to attend the site visit can request photos or schedule a visit to review systems and documentation.

Solicitation

This solicitation is for the upgrade of the B16 Generator PLC at McConnell AFB, Wichita, Kansas. The Kansas National Guard intends to award a single firm fixed-price contract for non-personal services to provide all necessary plant, labor, transportation, materials, tools, equipment, appliances, and supervision.

• Base Bid: Inspect, troubleshoot, and repair or replace generator PLC controls. This includes troubleshooting to original installation parameters, verifying restored PLC generator set operations and communication, and performing a function check in standalone and parallel modes.

• Option: Install a hot switch bypass to eliminate single points of failure and allow the current HMI to communicate with individual generator PLCs.

• Subcontracting Requirement: The prime contractor is required to subcontract with 3E Company, the designated OEM regional representative of Kohler.

• Contract Type: Single Firm Fixed-Price Contract.

• Period of Performance: 60 calendar days after Notice to Proceed, including inspection and punch list.

• Estimated Magnitude: Between $500,000 and $1,000,000.

• Submission Method: Electronic submission via the Procurement Integrated Enterprise Environment (PIEE) website at https://piee.eb.mil. Facsimile transmission is not authorized.

• Bid Due Date: 11 May 2026, 09:00 AM local time.

• Bid Opening: Will occur at the time and date specified in Block 13 of the SF1442.

• Evaluation: The contract will be awarded to the responsible bidder whose bid is most advantageous to the Government, considering price only.

• Bid Bond: Required.

• Set-Aside: 100% for Small Businesses.

• Small Business Size Standard: $19,000,000

• Funds are not presently available for this acquisition; no contract will be made until funds are made available.

• A pre-bid conference and site visit will be conducted on 26 March 2026 at 0900 CST.

• All questions must be submitted via email by 29 April 2026, 0900 CST.

• Offerors must be registered in the GSA System for Award Management (SAM) database.

Amendment / Modification

This amendment modifies Solicitation W50S7X26BA002, originally dated 19 MAR 2026.

Key changes include:

• Response Due Date Extension: The response due date has been extended from 22 Apr 2026 to 11 May 2026.

• Time Zone Adjustment: The response due time zone has been updated from Central Standard Time (UTC -6) to Central Daylight Time (UTC -5).

• Project Description Clarification: Section 00 21 00, "Instructions," has been modified to clarify the project scope. The contractor will inspect, troubleshoot, and repair or replace generator PLC controls, ensuring they meet original installation parameters. An option to install a Hot Switch Bypass is also included.

• Solicitation Details: The solicitation is an Invitation for Bids (IFB) for the B16 Generator PLC Upgrade Project (Number PRQE232380) at McConnell AFB, Wichita Kansas. The government intends to award a Firm Fixed Price (FFP) contract based on price.

• Set-Aside: The solicitation remains set-aside 100% for small businesses.

• Pre-Bid Conference: A pre-bid conference is scheduled for 26 March 2026 at 0900 CST at McConnell AFB. Registration is required for attendance.

• Questions and RFIs: All questions and requests for information (RFI) must be received by 29 April 2026, 0900 CST. Answers to RFIs will be posted on SAM.gov, not via amendment.

• Bid Submission: Bids must be submitted electronically via the PIEE website. No other submission methods will be accepted. Files must be in PDF format.
