Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for upgrading the Programmable Logic Controller (PLC) switchgear for three failing and obsolete generators located in Building 16 at McConnell AFB, Wichita, Kansas.

• Furnish all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to perform the upgrade.
• The contractor shall provide a complete and usable system, supplying any omitted details at no cost to the government.
• Sub-contracting to 3E-Kohler is mandatory due to proprietary equipment.
• The contractor shall provide project management and oversight through closeout.

Work performed by 3E-Kohler includes:

• Base Bid:

  • Replace 7 PLCs (3 in Building 16).
  • Replace 5 I/O modules in Building 16.
  • Update HMI to communicate with new PLCs.
  • Replace Modbus with Ethernet communication, requiring new CAT 5 cables.

• Detailed Tasks: Verify system operation, verify parts, verify site layout, install components, remove/replace PLCs and I/O modules (using Concept and Control Expert software), update communications network, replace power transducers, apply power, verify communication, update PLC and HMI programming, verify generator control (synchronizing, load control, load sharing), verify system sequences using a load bank (provided by others), record settings, and perform operator training.

• Option 1 (Government decision at bid opening): Add a hot standby system to eliminate a single point of failure. This includes removing a single master controller and installing 3 individual master controllers.

• Location: Building 16 at McConnell AFB, Wichita, Kansas.

• Arrangements for entrance onto McConnell AFB must be made by contacting Civil Engineer (CE) Operations at (316) 759-7490.

• Codes & Standards: Compliance with federal, state, local, and industry standards (AIA, ACI, AIEE, AISC, ANSI, ASHRAE, ASME, ASTM, NBS, NEC, AWS, BIA, BOCA, FAA, NFPA, OSHA, RMA, UL, Kansas DOT) is mandatory.

• Utilities: Coordinate with all local utilities.

• Call Before You Dig: Required for excavations >12 inches deep.

• Confined Space: Strict procedures and permits required, following Air Force and OSHA standards.

• Materials: Conform to specifications, codes, standards, and manufacturer recommendations. HAZMATs require proper identification, management, and SDS submission per FAR clauses and McConnell AFB HMMP.

• Site Inspection: Contractors must acknowledge site inspection at bid opening.

• Base Access: Specific procedures for obtaining base passes and access restrictions apply. Security checks take a minimum of five days.

• Safety: Contractor is responsible for OSHA compliance.

• Clean-Up: Debris removal to an approved off-base location with documentation required.

• Government Resources: No government resources will be provided unless stated; contractor must provide all necessary resources.

• Supplemental Attachments: Conceptual Drawings are provided but not for construction.
