Purpose

The Air Force is gauging interest from total small businesses, with potential for further socioeconomic set-asides, for a project to replace two boilers at Mountain Home AFB. The estimated magnitude of this project is between $25,000 and $100,000.
Scope of Work
The contractor will be required to remove existing boilers from Building 2310 and Building 1610 and install new units. The new boilers must be Lochinvar KnightXL Model KBX-1000N-M13 (Bldg. 2310) and KBX-0400N (Bldg. 1610), or equal, with specific salient characteristics:
- Minimum 7” touchscreen LCD display
- 97% Thermal Efficiency
- Flow Switch
- Condensate trap Neutralizer
- 10:1 Turndown Modulating burner
Installation includes connecting to existing utilities (electric, water, gas), installing new appliance regulators, condensate neutralizer kits, and providing Building Management System (BMS) with BACnet (over IP) cards to re-establish Energy Control System (ECS) capability. All work must adhere to manufacturer instructions and the provided Statement of Work (SOW).
Special Requirements & Environmental Controls
All work must comply with current Mountain Home AFB Temporary Environmental Controls (Section 01 57 19), which detail requirements for hazardous materials, waste management, natural resource protection, stormwater control, and air emissions. Contractors must appoint an Environmental Manager, ensure personnel are trained, and comply with the installation's Environmental Management System (EMS). Boiler start-up must be performed by a manufacturer-certified technician, and boilers must be programmed to base HVAC shop parameters (140 degrees set-point). The installation and functionality of the new boilers are required by October 2, 2026.
