Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for an operations, maintenance, and repair contract for Building 1990, a 74,064 square foot modular facility at Scott Air Force Base, Illinois. The facility, in use since approximately 2007, is expected to require significant maintenance and/or replacement of site features and building systems within the next five years.

• Primary Work: General building repairs, scheduled and preventative maintenance (following a Preventative Maintenance Plan), routine maintenance and repair, and contract administration services.

• Duration: The contract includes a one-year base period and up to four one-year option periods.

• Demand Maintenance & Repair: Services for issues not reasonably anticipated, with individual task orders over $2,500.00 issued separately.

• Wage Determination: The majority of work will be subject to service contract wage determination. This will be updated for option years.

• Management Plan: Contractor must submit a Management Plan within 14 days of award, covering organizational structure, operational procedures, quality control, safety, and more.

• Maintenance Tracking: Contractor is responsible for tracking and reporting all maintenance and repair phases, including work orders, parts inventory, and equipment history.

• Quality Control: Contractor must implement a Quality Control Plan to ensure contract requirements are met.

• Safety: Contractor must comply with EM 385-1-1 and establish a comprehensive safety program, including weekly safety meetings.

• Environmental Compliance: Contractor must comply with all applicable environmental laws and regulations.

• Period: One base year with four option years.

• Place: Building 1990, Scott Air Force Base, Illinois.

• Operating Hours: Normal work hours are Monday-Friday, 0700-1700. Building operating hours are Monday-Friday, 0600-1800. The contractor must be accessible 24/7 for emergency calls.

• Personnel Qualifications: Employees must be journeymen, certified or licensed in their respective trades for Illinois. Staffing must be sufficient for 24/7 response.

• Uniforms & Identification: Employees must wear distinctive uniforms and display government-issued identification badges.

• Government Furnished Property: Site maps, floor plans, "as-built" drawings, and access keys will be provided.

• Contractor Furnished Supplies: Materials and consumables for routine work will be reimbursed at cost. Stockpiling of critical items is required.

• Reporting: Various reports are required, including safety inspections, maintenance logs, and monthly invoices.

• Training: Contractor employees must complete Department of Defense (DOD) related security training.

• Services Not Included: Lawn maintenance, office electronic equipment repair (unless specified), pest control, paving, roof replacement, telephone/LAN equipment, fire alarm systems, elevator maintenance, key cutting, and fire suppression systems are excluded.

Sources Sought / Request for Information

This document is a Sources Sought notice from the U.S. Air Force, 375th Contracting Squadron at Scott Air Force Base, IL. It is seeking information from potential sources to provide comprehensive facility management services for Building 1990, a 74,064 sq. ft. facility. This is for informational and planning purposes only and is not a request for quote or proposal.

• Work coordination between the Contractor's representative and the Government's COR and Building Manager.

• Anticipated period of performance: approximately 1825 days (including option years).

• Planned contract type: Hybrid Firm-Fixed-Price/Time-and-Materials.

• This acquisition is being considered for a small business set-aside.

• Interested firms must provide specific information via email by 12:00:00 PM CST on 26 June 2026.
