Statement of Work (SOW)

To execute a targeted interior renovation of the Child Development Center (CDC) to address deficiencies in flooring and wall protection, thereby correcting aesthetic and functional issues, extending the facility's service life, and ensuring an appropriate environment for occupants.

• Replace worn carpet and vinyl flooring, including new cove base and floor transitions.

• Replace existing Reinforced Fiberglass Plastic (RFP) panels and associated trim in classrooms.

• Install a shock-absorbing flooring system with carpet in classrooms.

• Install carpet tiles without padding in non-classroom areas and hallways/lobbies using an approved Southwest color scheme.

• Install vinyl sheet flooring matching the Southwest color scheme (stone or wood grain) in specified areas.

• Install 6-inch vinyl cove base in all rooms and hallways.

• Install vinyl transitions between carpet and vinyl flooring in classrooms.

• Shock Absorbing Flooring System must meet indoor playground guidelines (CPSC), ASTM F 1292 and ASTM F 2373 at a minimum 3-foot critical fall height, ABA requirements, and be an impact-absorbing mat/padding system.

• Carpet must meet Air Force Carpet Standards ETL-07-4, be CRI labeled, have bonded construction, be a minimum of 18"x18", have a multi-level or level pile height, be 100% branded nylon, have 4,000 APD, be solution dyed, have an integrated moisture barrier, and possess antimicrobial and electrostatic properties.

• Reinforced Fiberglass Panels must be 0.090 inches minimum thickness, have an embossed/pebbled texture, and meet ASTM E-84 Class C fire rating for smoke and flame spread. Panels must be non-porous, mold/mildew resistant, meet USDA/FSIS sanitary surface requirements, and be GREENGUARD Gold Certified or equivalent for low VOC emissions.

• Adhesives must be water-based acrylic, low VOC, and solvent-free.

• Period of Performance (Phasing): Demo (21 days), Break for drywall/paint (45 days), Install Flooring and RFP (45 days).

• Place of Performance: Child Development Center, B2449.

• Hours of Operation: 0730-1630, Monday-Friday, excluding Federal holidays or government facility closures.

• Security: Contractor personnel require background checks, base passes, and must comply with traffic laws. Weapons are prohibited. Photography/videography restrictions apply.

• Key Personnel: A contract manager and alternate must be designated.

• Standards: Contractor personnel must adhere to installation standards, including avoiding misconduct and adhering to smoking policies. Removal of personnel for violations is at the contractor's expense.

• Subcontractor Compliance: Subcontractors must comply with SOW terms.

• Employing Government Personnel: Restrictions apply to employing government employees.

• Labor Laws: Compliance with all applicable labor laws is required.

• Recycled Products: Compliance with DoD Green Procurement Program.

• Publications: Contractor must acquire and abide by the latest versions of applicable publications.

• Safety: Work must be performed safely per OSHA and DoD standards. Accident/mishap reporting and investigation cooperation are required. Lock Out Tag Out (LOTO) procedures must be followed.

• Environmental Management System (EMS): Contractors must understand and mitigate environmental impacts, communicating with the 20th Civil Engineer Squadron as needed.
