B26 Hot Water Recirculation

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all labor, equipment, and materials for the installation of a hot water recirculation line and pump in Building 26 (Daycare Center) at the NIST Boulder Campus. The intent is to procure a Design-Build Entity (DBE).

Base Scope (CLIN 0001):

• Install two new hot water recirculation pumps with associated piping in Building 26.
• Work within the daycare facility requires close coordination with NIST, and off-hour work may be necessary.

Option 1 (CLIN 0002):

• Provide a new water heater with associated piping in the bathroom of Building 111.

Electrical Requirements:

• Provide circuits for the two new recirculation pumps, connecting to the nearest existing panelboard.

• Install new disconnecting means for pumps.

• Confirm existing panelboards are not loaded beyond capacity.

• All electrical installations must meet current NEC and NIST site standards.

• Work within the daycare facility requires close coordination with NIST, and off-hour work may be necessary.

• Place of Performance: NIST Boulder Campus, 325 Broadway, Boulder, CO 80305.

• Regular Business Hours: Monday through Friday, 7:00 AM to 5:00 PM Mountain Time, excluding Federal holidays.

• Period of Performance: Refer to FAR 52.211-10.

• Working at NIST: Contractors must adhere to all NIST construction requirements, including site access, badging, permitting, safety protocols, and advance notice for work.

• Electrical Shutdowns: Shutdowns of branch circuit panelboards require an 8-week advance notice and close coordination with NIST COR and internal customers. Semi-annual full site shutdowns are tentatively scheduled for May/September 2026 and May/September 2027.

• Safety: A site-specific Safety Plan must be submitted within 7 days of award. Contractors must provide all safety-related equipment (PPE) and training. Health hazard assessments and medical evaluations may be required.

• HSPD-12 Compliance: Contractors requiring physical or logical access must comply with HSPD-12 requirements, including background investigations and PIV card issuance.

• Roster: A roster of all staff working under the acquisition must be submitted within 14 days of the contract effective date.

• Deliverables: Plans and As-builts (PDF, AutoCAD) are required, with due dates determined by the contractor's schedule. Acceptance review by NIST POC/COR within 10 days/weeks of receipt.

• Inspection & Acceptance: Government reserves the right to perform performance tests.

This notice is for market research purposes only to identify qualified SMALL BUSINESS construction firms capable of performing a Firm-Fixed-Price (FFP) construction project for the Building 26 Hot Water Recirculation Line at the National Institute of Standards and Technology (NIST) Boulder Campus. This is not a Request for Proposal (RFP) and does not commit the Government to award a contract.

• Installation of a hot water recirculation line and two recirculation pumps in Building 26 (Daycare Center).

• Labeling per NIST standards.

• The Government anticipates awarding a single Firm-Fixed-Price contract.

• Interested small business contractors shall submit a capability statement (not to exceed 10 pages).

• Submission Requirements:

  • Company name, address, and UEI number.
  • Primary point of contact (name, phone, email).
  • Business size and socio-economic status.
  • Description of relevant construction experience.
  • Bonding capacity (single and aggregate).
  • Technical discussion of the contractor’s ability to perform the services.
  • Confirmation of ability to perform an FFP construction contract in Boulder, CO.
  • Identification and marking of any proprietary process or data.
