Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the full replacement of the backup generator serving portions of Simulator Training Facility, B268 at Columbus AFB, Mississippi. The project aims to replace the existing generator, fuel tank, Automatic Transfer Switch (ATS), and provide a new connection for communication with the base EMCS, as the current generator has exceeded its useful life.

• Demolish and dispose of the existing 277/480V 30 kW Cummins/ONAN generator, attached load bank, and associated disconnect and conduit.

• Demolish the existing 500-gallon concrete-encased fuel tank, fuel pump, and associated fuel lines. Repair the ground and restore grass in the affected area.

• Demolish the existing 3-phase Emerson ATS and potentially associated Unistrut.

• Furnish and install a new 277/480V 45 kVA Cummins/ONAN generator with an attached load bank, sized to prevent wet stacking during maintenance.

• Furnish and install a new double-walled 250-gallon belly tank for the generator, including all required markings and proper grounding.

• Furnish and install a new 4-pole ATS with a bypass mode for maintenance.

• Furnish and install a new Johnson Controls field controller capable of monitoring ATS position, fuel level, oil pressure, voltage, and amperage, and connect it to the existing Johnson Controls Metasys panel.

• Install all necessary wiring and conduit for the new generator, ATS, and field controller, reusing existing conduit where possible and code-compliant.

• Perform initial generator start-up and testing, provide fuel for testing, and fill the fuel tank post-testing.

• Provide standard manufacturer warranty.

• The total Period of Performance for this project is 180 days.

• The project is located at Columbus AFB, Mississippi.

• All work must be performed in accordance with this SOW, applicable AF requirements, and other relevant codes and references.

• The contractor must provide a Quality Control Plan (QCP) and adhere to all safety, health, and environmental protection requirements.

• Design requirements include preparing complete contract documents, including construction drawings, schedules, and design analysis, adhering to specified design standards (UFCs, codes, etc.).

• Submittals for design documents, materials, and shop drawings are required at various stages.

• The contractor must coordinate all work schedules and manage progress, including weekly progress meetings.

• A preconstruction conference and a site mobilization meeting are required.

• The contractor must provide and maintain a temporary office on CAFB at their own expense.

• Construction sites must be kept neat and orderly, with proper waste disposal and site security measures.

• Hazardous materials and waste must be managed and disposed of in accordance with all applicable regulations.

• Recycling of materials is encouraged.

• No asbestos-containing materials are allowed.

• No lead-based paint will be utilized.

• Backflow prevention is mandatory on all connections to the drinking water system.

• EMS awareness training is required for contractors.

• Historical and cultural artifacts must be preserved if discovered.

• Natural resources must be preserved.

• Noise levels must be controlled.

• Pesticide and fertilizer applications require licensing and coordination with the CO.

• Storm water protection measures must be implemented.

• Any spills of hazardous materials must be reported and cleaned up immediately.

• Tanks must have secondary containment.
