Purpose & Scope
NIST is seeking information to determine industry availability and capability for preventative maintenance, repair, and testing services for the CHP system's electrical equipment. This is not a solicitation, but for market research purposes only. The services, detailed in the attached draft Statement of Work (SOW), include maintenance, cleaning, inspection, repair, and testing of existing high voltage switchgear, low voltage switchboard, transformers, motor control center, electrical panel boards, batteries, and battery chargers. Specific equipment includes one (1) CHP 5KV switchgear (SG-4001), one (1) CHP 480V Motor Control Center (MCC-7), various transformers, battery banks, chargers, and electrical panels. Services must adhere to manufacturer recommendations and ANSI/NETA MTS standards, including IR scanning and potential Ultrasound use.
Period & Place of Performance
The anticipated period of performance is October 1, 2026, through June 30, 2027. Services requiring an electrical outage are to be performed during one of two scheduled CHP system shutdowns: Fall 2026 (October) or Spring 2027 (April). Work not requiring an outage can be performed during normal business hours. The place of performance is the NIST Gaithersburg, Building 302 Central Plant.
Key Requirements & Qualifications
The testing organization must be an independent, third-party entity with NETA accreditation. Personnel must be certified in accordance with ANSI/NETA ETT-2022, with crew leaders holding Level III or higher certification. Contractors must adhere to strict safety protocols, including appropriate PPE, lockout/tagout procedures, and incident reporting. Coordination with the Contracting Officer's Representative (COR) and other on-site contractors is required. Deliverables include Job Hazard Analyses, NETA certifications, a work schedule, and a final report.

Responses must be in Microsoft Word or PDF format, use 12-point font, and be limited to ten pages (excluding cover page and commercial pricing). Submissions should include:
