B4826 Portable Restroom Rental and Service

This solicitation is a Request for Quotation (RFQ) for long-term portable restroom trailer rental and service for NASA AFRC, near B4826. The procurement is necessary due to an increase in personnel at B4826, causing existing restrooms to be over capacity. The government is procuring a self-independent 4-person executive level toilet trailer with unisex rooms, air conditioning, heating, lighting, and full weekly servicing.

• Rental of a 4-person executive level toilet trailer.

• Full weekly servicing, including cleaning, resupplying, and waste pumping and removal.

• All waste must be removed and disposed of properly off-site.

• Water and power will be provided by the Government.

• The period of performance includes a Base Period of twelve (12) months from the date of contract award, and two (2) Option Periods of six (6) months each. The total period of performance shall not exceed twenty-four (24) months.

• Contract type is firm-fixed-price.

• Quotes are due by 4/8/2026 at 4:00 p.m. CT to Tracy Bremer at tracy.g.bremer@nasa.gov.

• Contractual and technical questions must be submitted in writing (email) to Tracy Bremer by 4/6/2026 at 12:00 p.m. CT.

• Quotes shall remain valid for 30 days.

• Submitted quotes must list two points of contact (name, phone number, email address).

• Offerors must provide Cage Code/UEI, ARO Delivery Time, and confirm delivery is FOB Destination.

• Payment Terms are NET 30.

• The contract will be awarded to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA).

• Offers not deemed technically acceptable will be removed from further consideration.

• This procurement is set aside for small business.

• Offerors shall be registered at www.sam.gov to be considered for award.

• The solicitation incorporates various FAR and NFS clauses by reference, including those related to System for Award Management, Buy American-Supplies, Government Property, Duty-Free Entry, and Place of Manufacture.

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure all labor, materials, equipment, and supervision for a long-term restroom trailer rental at NASA AFRC, near B4826, due to an increase in personnel causing existing restrooms to be over capacity.

Procurement of a self-independent 4-person executive level toilet trailer. Services include:

• Unisex rooms
• Air conditioning
• Heating
• Lighting
• Full weekly servicing (cleaning, resupplying, waste pumping and removal)
• Proper off-site disposal of all waste

Note: Water and power will be provided by the Government.

• Total period not to exceed twenty-four (24) months.
• Base Period: Twelve (12) months from contract award, with full weekly servicing.
• Option Period 1: Six (6) months following the Base Period, with full weekly servicing (exercisable at Government's option).
• Option Period 2: Six (6) months following Option Period 1, with full weekly servicing (exercisable at Government's option).

Option Periods are exercisable at the sole discretion of the Government with written notice prior to the expiration of the current performance period.
