• The generator must be a Cummins brand; no other name-branded product will be accepted.

• Contract Type: Firm Fixed Price.

• Period of Performance: 90 Calendar Days from the Date of Award.

• Delivery Destination: FOB Destination, Offutt AFB, NE.

• Offer Due Date: March 30, 2026, at 11:00 AM CDT.

• Questions Due Date: March 19, 2026, at 11:00 AM CDT.

• Submission Method: Electronic copy, signed.

• Quotes must be valid for 60 calendar days from the date of submission.

• Evaluation Factors: Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors. Evaluation will be based on:

  1. Price: Quotations will be ranked by Total Evaluated Price (TEP).
  2. Technical Capability: Offerors must submit a plan demonstrating how they will meet PWS requirements and provide specifications of the equipment. Quotes will be evaluated as technically acceptable or not technically acceptable.

• Award Basis: The Government will continue evaluation until three technically acceptable quotes are evaluated. Award will be made to the lowest priced technically acceptable offer.

• This acquisition is 100% set aside for Small Business.

• Offerors must be registered in the System for Award Management (SAM.gov).

• Attachments referenced include a Statement of Need (Performance Work Statement) dated 05 Mar 2026 and a Specification (J&A Generators) dated 09 Mar 2026.

• The solicitation incorporates FAR clauses by reference and includes DFARS clauses by reference and in full text, including those related to electronic submission of payment requests and Wide Area WorkFlow (WAWF) payment instructions.

Statement of Need

To procure a 100 kW generator, automatic transfer switch, manual transfer switch, and associated fittings and connectors to ensure the uninterrupted operation of the B51 Traffic Check House at the STRATCOM Gate. This includes provisions for future gate/barrier and search pit upgrades.

The following items are required:

• 1 x 100 kW Cummins generator (C100D6C Diesel Genset, 60 Hz)

• 1 x 400A rated Onan automatic transfer switch (277/480VAC, 3ph, 4p, Strut-mounted)

• 1 x 400A rated Onan manual transfer switch (277/480VAC, 3ph, 4p, Strut-mounted)

• 500 ft of 500 kcmil cable

• Various connectors, conduit, ground rods, wire, receptacles, and boxes, with specific part numbers and quantities listed.

• Delivery: 106 Peacekeeper Dr, Offutt AFB, NE 68113, Building 301.

• Installation: To be performed by CEMIRT.

• All listed components must be provided.

• Future provisions for gate/barrier and search pit upgrades are included.

Justification and Approval (J&A) for Other Than Full and Open Competition
