Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional design services for the "REPAIR EMERGENCY SERVICES B710" project at the Minneapolis Air Reserve Station. This involves investigating, designing, and preparing construction documents for repairs to building B710, which was constructed in 1984 with an addition in 1989.

• Title I (Type A) Services: Field investigations, surveys (roof, façade), and preparation of reports.
• Title I (Type B) Services: Preparation of design documents (plans, drawings, specifications) and visual site inspection.
• Title II (Type C) Services: Construction phase inspection, monitoring, and evaluation (to be awarded later).

Specific Repairs Include:

• Roof replacement with EDPM.

• Carpet, wall paint, and acoustic ceiling tile replacement.

• Revision of first and second-floor plans, including restroom updates, enclosure of spaces for specific functions (janitor closet, riser room, communications room, computer lab, SIPR Room), addition of a breakroom, and enclosure of mezzanine space.

• Replacement of the fire alarm system with a combination fire alarm and mass notification system.

• Replacement of the HVAC system with hydronic heating and cooling units and a new Building Automation System (BAS).

• Evaluation of the primary transformer, feeder conductors, and Main Distribution Panel.

• Rewiring with CAT6 for a new COMM Room and wireless access points.

• Parking lot repairs (milling, resurfacing, restriping).

• Demolition of B802 Fire Barn and B727 Former Family Readiness building, including foundation, slab, and utilities, followed by site leveling and hydroseeding.

• Design documents must conform to Unified Facilities Criteria (UFC), Air Force Policy Directives, and current national codes and regulations.

• Specifications will be based on Unified Facilities Guide Specifications (UFGS), tailored to project requirements.

• The Designer of Record (DOR) is responsible for the professional quality and adequacy of all services and materials.

• The DOR must certify that plans and specifications comply with UFC 3-600-01.

• Design Phase Performance Period: 193 calendar days.

• Project Location: Immediate project area of B710 at Minneapolis Air Reserve Station.

• Laydown Area: Parking lot west of B710.

• Registration: A-E certifiers must be registered in the state of Minnesota.

• Government Furnished Information: Applicable data and information will be provided by the Government.

• Submittals: Various submittal phases (35%, 65%, 95%) are required, including drawings, specifications, cost estimates, and design analysis.

• Base Access: Contractor personnel must comply with all base rules and regulations and possess required identification.

• No Smoking Policy: Smoking is prohibited in and outside of all buildings on installation, except in designated smoking areas.

• Working Hours: Regular working hours are 8-1/2 hours between 0700 and 1530, Monday through Friday, excluding Government Holidays and Unit Training Assemblies.

• Direct-Expansion Refrigerant Systems: High probability direct-expansion refrigerant systems using A2L refrigerants are not permitted for HVAC.

• Drawings and Specifications: Shall be submitted in hard copy and electronic format (PDF and AutoCAD). Large scale drawings govern over small scale drawings; figures marked on drawings govern over scale measurements.

This notice is issued by the United States Air Force (USAF), Air Force Reserve Command (AFRC) at the 934th Minneapolis Air Reserve Station, MN, to conduct market research for "Architect Design Service" for Repair Emergency Services, Building 710.
