• Contractor shall implement means and methods to limit disturbance to base activities.

• Work area must be properly ventilated during application and curing to reduce odors and fumes.

• Minimize spread of odors into adjacent interior spaces.

• Adhere to all requirements in the Specifications and Drawings (Attachments 1 and 2).

• In case of conflict between codes, regulations, and specifications, the most stringent requirement applies.

• Specifications govern over drawings in case of conflict (FAR 52.236-21).

• Contractor must coordinate work with the building manager for scheduling, odor minimization, and disruption minimization.

• Review Government-provided documents and existing field conditions to identify discrepancies and submit RFIs prior to mobilization.

• Substitutions and/or deviations require written approval from the Contracting Officer (CO).

• Contractor shall provide a construction schedule with their proposal.

• Obtain all required state, local, and other applicable permits.

• Comply with environmental protection policies and guidelines.

• Notify the CO and relevant agencies 20 working days in advance of mobilization and start of work.

• Provide a quality control plan in compliance with FAR Clause 52.246-12.

• Contractor is responsible for field reconnaissance and site investigations.

• Submit progress schedules (AF Form 3064) and progress reports (AF Form 3065).

• Submit material approvals (AF Form 3000) before starting work.

• Request Pre-Final Inspection at least five (5) business days prior to the intended date.

• Deliver warranty documentation upon completion.

Statement of Work (SOW) / Performance Work Statement (PWS)

To refinish the gymnasium floor of the Joint Forces Physical Fitness Facility (Building 777) at the Minneapolis-St. Paul Air Reserve Station.

• Refinish approximately 9,475 square feet of gymnasium floor.

• Coordinate work with the building manager, minimizing odors and disruption.

• Ensure proper ventilation during application and curing of products.

• Do not interfere with or block emergency egress paths or disable fire alarm devices.

• Surface Preparation: Protect center logo, lightly sand to create grip for top coat, machine sand with fine (100 grit) sandpaper to a smooth, level surface (three complete cuts), sand edges and corners with a rotary edge sander, perform final disc sanding, and vacuum thoroughly. Remove any contaminants that will degrade sealant or paint adhesion.

• Floor Sealing: Apply a low volatile organic compounds (VOC) solvent recommended by the manufacturer, followed by a coating of sealer. Apply seal and finish coats according to manufacturer instructions, ensuring even application. Burnish after drying (except final coat) with No. 2 steel wool using a power machine, wiping with a tacky rag each burnishing. Provide at least four (4) total coats, with at least two (2) finish coats. Apply coatings to a minimum dry film thickness of 1.5 mil per coat.

• Game Lines and Markers: Layout and mark game lines after burnishing and prior to final finish coats. Mask flooring, apply paint for sharp, clean edges. Apply game lines and markers in specified widths and colors, with a minimum dry film thickness of 1.0 mil. This includes basketball, pickleball, volleyball court markings, a clearance marking in Aerobics Room 101, and 20-meter High-Aerobic Multi-Shuttle Run (HAMR) markings in Room 102.

• Floor Finish: Apply finish coats after game line and marker paint is fully cured, ensuring even and uniform application.

• Protection: Remove, cover, or protect plates, labels, molding, etc. prior to operations. Store removed items carefully. Protect the gymnasium floor to allow finish to cure without damage. Do not move heavy or sharp objects over the floor. Any damage due to inadequate protection will be repaired at Government expense.

• Sealant and finish materials must conform to 2016 MFMA Athletic Floor Sealer and Finish Specifications, Group III requirements.

• Provide certification of indoor air quality for seal and finish coat materials.

• Identify available products with reduced VOC content.

• Minimum dry film thickness of 1.5 mil per coat for paints, primers, varnishes, enamels, undercoats, and other coatings.

• Minimum dry film thickness of 1.0 mil for game lines and markers.

• Recycle at least 15% of total construction/demolition waste by weight.

• Work is to be performed at the Joint Forces Physical Fitness Facility (Building 777), Minneapolis-St. Paul Air Reserve Station.

• Contractor shall comply with all applicable federal, state, and local regulations, including specific UFC and UFGS standards related to protective coatings, sustainability reporting, and wood athletic flooring.

• Provide Material Safety Data Sheets (MSDS) and 934 Air Wing Form 12 for all hazardous construction products at least ten (10) days prior to work start.

• Submit manufacturer's spec sheets and color chips for paint, and spec sheets for sealant.

• Contractor shall furnish all material testing and certifications.

• Contractor shall preserve and protect all structures, equipment, pavement, and vegetation on or adjacent to the work site.

• Government will occupy adjacent areas; Contractor shall schedule and perform work to not interfere with Government operations.

• Contractor may use Government electrical power and water, but shall not be wasteful.

• Contractor shall furnish, install, and maintain temporary barricades, cones, and warning signs.

• Environmental requirements include proper disposal of scrap metal, salvage, landfill waste, and hazardous materials. Recycling of construction/demolition waste is required.

• Air Force Affirmative Procurement Program requirements regarding recovered materials and energy-efficient standby power devices apply.
