Amendment / Modification

This addendum modifies the evaluation criteria for the solicitation.

• 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021): This clause is being amended.

• Evaluation Process: The document clarifies the evaluation process, which will now involve ranking offers by price first, followed by a technical evaluation of the lowest priced responsive offers.

• Technical Evaluation: Offers will be evaluated for "Acceptable" or "Unacceptable" technical capability based on meeting specifications outlined in the solicitation or associated attachments (e.g., PWS, Form 1449).

• Award Determination: The Government will continue the technical evaluation until at least three (3) offerors are deemed "Acceptable." If fewer than three offers are received, all will undergo technical evaluation. If no offer is "Acceptable," no award will be made. The final award will be made to the offeror with the best value considering price and technical capability.

• Communication & Flexibility: The Government reserves the right to communicate with offerors, not select a contractor, and accept offers even if negotiations occur after receipt, unless a withdrawal notice is received.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure, deliver, and install government furnishings, specifically blinds and drapery, for Building 854 at Little Rock AFB, AR 72099.

• Procure and install blinds and drapery for 74 resident rooms, 1 common area kitchen, 1 dayroom, and 1 Dorm Leader office.

Amendment / Modification
