Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for a full carpet replacement with Luxury Vinyl Tile (LVT) and carpet tile for the Office of Special Investigations (OSI) section of Building 926 at Columbus AFB, Mississippi. The project also includes demolition of a wall between two rooms and will be executed in phases to maintain security.

• LVT Standards: Commercial grade LVT with a 22 mm wear layer, waterproof, scratch-resistant, and meeting ADA slip resistance requirements. Requires low VOC adhesive.

• Carpet Tile Standards: Green label plus, complying with NSF/ANSI 140 Gold Level Certification, max pile height of ½", compliant with ASTM D-1335 for tuft bind, 16 CFR 1630 for fire resistance, and CRI 104 for installation. Requires low VOC adhesive and a 15-year performance warranty.

• Color Selection: LVT, carpet tile, and cove base colors to be selected by the Government after contractor submittal of physical samples.

• Phased Work: The project is divided into three phases:

  • Phase 1: Demolish existing flooring and cove base in rooms 209 and 219. Install new LVT and 6" rubber cove base. Protect and repair existing wall finishes.
  • Phase 2: Demolish existing flooring and cove base in rooms 201, 202, 203 (and storage), 204, 205, 206, 207, 208, 210, 211, 212, and 213. Install new carpet tile and 6" rubber cove base in rooms 210 and 211. Install new LVT and 6" rubber cove base in other specified rooms. Demolish a wall between rooms 212 and 213 and install a new header with drywall finish. Room 204 requires escort from facility user.
  • Phase 3: Demolish existing flooring and cove base in rooms 214A, 214B, 214C, 214, 220, 220A, 220B, and the hall between 220 and 220B. Install new LVT and 6" rubber cove base in these areas. Rooms 220 and 220A require escort from facility user.

• LVT and carpet tile must meet specified wear, waterproof, scratch resistance, ADA slip resistance, fire resistance, and VOC requirements.

• 15-year performance warranty for carpet tile.

• Colors to be selected by the Government.

• The total Period of Performance for this project is 180 days.

• Location: Columbus AFB, Mississippi.

• Work must be performed in phases to maintain security.

• Contractor must protect existing wall finishes and repair any damages.

• Coordination with facility users is required for transitions between phases.

• Certain areas (Room 204, 220, 220A) require escort from the facility user.

• Work must be performed around existing furniture where possible.

• Design requirements include adherence to applicable UFCs, codes, and standards.

• Contractor is responsible for design and coordination.

• Submittals for design documents (35%, 95%, 100%) are required at various stages.

• Preconstruction conference and weekly progress meetings are mandatory.
