The U.S. Army Program Executive Office Command Control Communications- Network (PEO C3N), supporting Network Modernization priorities, is seeking white papers for basic research, applied research, and/or development not related to specific system or hardware procurement. The goal is to address critical Army communication challenges, including interoperability among proprietary radio waveforms and non-standardized voice encoding across disparate networks, by developing a software-based, hardware-agnostic bridging solution to enhance transport diversity and seamless integration of new waveforms. This effort supports Next Generation Command and Control (NGC2) priorities.

• Develop a prototype solution that provides seamless digital, analog voice, and IP data bridging across multiple tactical networks.

• The prototype must be software/hardware-based, supporting analog voice conversion and digital vocoders.

• It must bridge disparate waveform vocoders and resolve disparate data Information Exchange Requirements (IERs).

• Advanced traffic filtering for network capacity and quality of service management is required.

• A group chat management control function is needed.

• The solution must operate on minimal compute resources, be scalable, configurable, and adaptable for dismounted and mounted environments.

• Non-proprietary hardware configurations are required.

• The prototype must support bridging of at least two radios/networks.

• No less than 10 prototypes shall be delivered.

• A Safety Assessment Report (SAR) must be delivered with the prototype.

• Training for Government personnel on the prototype is required.

• The contract will have a base period of up to 12 months (Design and Build a Prototype) and an option period of up to 12 months (Follow-On Training and Experimentation).

• The option period is not guaranteed and is subject to funding availability.

• The Government reserves the right to award as many or as few contracts as it deems appropriate.

• This is a two-step process: Step One is the submission of White Papers (WPs). Step Two, if invited, is a Technological Demonstration, followed by a Proposal Submission.

• WP Evaluation Criteria:

  • Part One (Go/No-Go): Evaluated on Cost (ROM), Technology Readiness Level (TRL) (minimum TRL 6 required), Schedule (not-to-exceed 24 months total), and compliance with all submission requirements.
  • Part Two (Descending Order of Importance): Importance to Agency Programs (Relevance/Impact), Technical Merit/Challenge (Innovation, Feasibility, Risk Mitigation, Maturity), and Schedule (Reasonableness).

• Technological Demonstration: A prototype sample will be presented by selected offerors to showcase proposed characteristics. This is a 45-minute evaluation.

The U.S. Army PEO C3N seeks innovative solutions for mounted and dismounted radio frequency units (MDRFU) to improve communication systems for Corps Command Posts (CP) and On-the-Move (OTM) operations. The goal is to address limitations of current systems, such as antenna farms, which hinder maneuverability and concealment, especially in challenging environments.

The U.S. Army Program Executive Office Command Control Communications-Network (PEO C3N), supporting the Army Futures Command (AFC) modernization priorities, is seeking innovative Operational Modeling Tools (OMT) to enhance decision-making within the Next Generation Command and Control (NGC2) environment. The goal is to enable survivable, interoperable, and continuously accessible OMTs that optimize the Military Decision-Making Process (MDMP) and support Large-Scale Combat Operations (LSCO) in Multi-Domain Operational (MDO) environments.

• Operational Modeling Tools (OMT): Must integrate with the NGC2 platform, employ advanced data-centric methods, and efficiently consume/produce actionable information.

• Capabilities: Adaptive operational planning, real-time monitoring, dynamic alerting, advanced adversary course-of-action (COA) analysis and modeling, AI-enabled decision support, integration of staff estimates with real-time sensor data, accelerated development/refinement/validation of friendly COAs, coordinated planning for multi-domain effects, and model observability for transparency and reliability.

• Technology Readiness Level (TRL): Proposed technology must be at TRL 6 or higher.

• End State: A set of demonstration/proof-of-concept systems testable in a field environment.

This Broad Agency Announcement (BAA) from the Army Futures Command (AFC), Command and Control Cross-Functional Team (C2-CFT) seeks research and development proposals. The BAA is open for five years from its original issue date of March 24, 2025, and will be valid through March 23, 2030, unless terminated sooner. It aims to advance the state-of-the-art or increase knowledge in areas related to the C2-CFT's mission, focusing on modernization of the Army's tactical network.

The BAA utilizes a two-phase process:

All proposed technologies should be at Technology Readiness Level (TRL) 6 or higher.

The Army reserves the right to award various contract types, including but not limited to, FAR or Other Transaction (OT) for Prototype, cooperative agreement, or OT for Research. Cost reimbursement contracts require an acceptable accounting system.

• White Papers: Must be submitted via the Joint Communications Marketplace (JCM) site. Evaluation will be based on technical merit, relevance, and funding availability. Offerors will be notified if selected for Phase Two.
• Proposals: Submitted by invitation only after Phase One evaluation. Proposals will be evaluated based on scientific and technical merits, potential contributions to DoD mission, program management, cost realism, and intellectual property.
• Deadlines: While the BAA is open for submissions at any time, specific "calls for WP" may be issued with defined due dates.

The BAA encourages participation from industry, educational institutions, small businesses, and small disadvantaged business concerns. Specific small business size standards will apply based on the proposed NAICS code.
