  • High TRL/Flight Qualified Guidance, Navigation and Control (GNC) Systems and Components: Seeking information on existing industry standards for flight-qualified GNC systems, including flight computers, INS, IMUs, GPS, and communications, with an emphasis on optimizing Size, Weight, and Power (SWaP) and environmental compatibility.
  • High Temperature Structures, Thermal Protection Systems, Components, Manufacture and Test: Seeking traditional and advanced materials and systems capable of withstanding extreme temperatures and mechanical loads for hypersonic vehicle outer mold lines, such as high MRL skin materials, ultra-high temperature systems, and ceramic matrix composites.
  • Scaled Design Verification and Flight Test Demonstration Capabilities: Seeking affordable, appropriately sized, subscale, free-flying vehicles adaptable for FLASH technology demonstration, flight verification, and risk reduction.
  • Multidisciplinary Design, Analysis and Optimization (MDAO): Seeking insights into existing capabilities and novel concepts for integrated design and optimization of hypersonic systems, including coupled aero-thermo-structural analysis, systems packaging, AI/ML integration, and risk assessments.

Contract & Timeline

Multiple contracts are anticipated under this BAA Call. The period of performance for MDAO projects (Technical Area 4) is expected to be one to three years. Grants are not being considered.

  • Oral Presentations: Scheduled around July 08, 2026 (by invitation)
  • Full Proposals Due: August 31, 2026

Submission & Evaluation

Offerors are strongly encouraged to submit White Papers (not exceeding 10 single-sided pages) by May 28, 2026. These will be evaluated for "particular value" to the FLASH program, with feedback provided via email. Offerors whose white papers are deemed valuable may be invited for Oral Presentations around July 08, 2026. Full Proposals may be submitted by any offeror, but are particularly encouraged for those whose technologies are identified as valuable, and are due by August 31, 2026. Full proposals must adhere to Appendix II of N0001425SB001.

Eligibility / Set-Aside

While no specific set-aside is designated, other-than-small businesses are required to submit a subcontracting plan. The ONR can assist in connecting prime contractors with interested small businesses.
