Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive maintenance and repair services for Flow Meter Systems located at the Industrial Wastewater Treatment Plant and the Groundwater Treatment Plant.

• Perform preventive maintenance and repair services on specific flow meter systems including Endress+Hauser Prosonic S ultra-sonic flow meters, Badger Model 2500 Ultrasonic Level Sensor, Chessell Chart Recorder, Semiens Flow Meter, and McCrometer Ultra Maglow Flow Meter.

• Services are to be performed in accordance with original equipment manufacturer recommendations.

• Respond to and assess maintenance or repair issues outside of quarterly inspections within 24 hours if deemed urgent by the government.

• Coordinate scheduling of quarterly inspections and maintenance with the TPOC.

• Services must conform to contract requirements.

• Quality Control (QC) system to be used for inspection and testing.

• Commercial warranties for services to be provided.

• Over and Above (O&A) work requires a work request and authorization from the TPOC and/or Contracting Officer.

• Period of Performance: One Base Year of twelve (12) months and four (4), twelve (12) month option years.

• Place of Performance: Letterkenny Army Depot.

• Work Hours: 0630 – 1600, Monday through Friday, excluding recognized US holidays or government-directed facility closures.

• Security Requirements: Compliance with installation, facility, and area commander security policies, including personal identity verification, and potential changes based on Force Protection Condition (FPCON).

• Photography is prohibited without authorization.

• Vehicles and personnel are subject to search.

• Safeguard all Government property.

• AT Level 1 Awareness Training and iWATCH Training required for employees within 30 calendar days of contract start date.

• OPSEC Level 1 Awareness Training required for employees.

• Employees must possess required licenses and certifications for maintenance tasks.

• Employees must be trained, licensed, certified, and qualified for their positions.

• Conservation of Utilities: Employees must practice utilities conservation.

• Compliance with applicable publications and safety requirements, including OSHA, DoD, Army, and LEAD regulations.

• Appropriate LEAD approved PPE must be worn in designated areas.

• Maintain an effective site safety plan.

• Obtain necessary permits, including fire permits for portable gas or arc equipment.

• Equipment installation, set-up, service, maintenance, and testing must follow manufacturer specifications.

• Contractor employees must be trained in LEAD Safety and Occupational Health program.

• Contractor must comply with Occupational Safety and Health Administration standards and LEAD R-385-1, AR 385-10, and other applicable regulations.

• Report injuries, accidents, and near misses to the Safety Office.

• Identify and address hazards prior to the start of work.

• Maintain a Safety Management System (SMS).
