Scope of Work
This requirement is for indefinite quantities of cubed ice, packaged in 16 lbs or 20 lbs bags. The estimated annual quantity is approximately 530,000 lbs, with a total BPA estimate not to exceed 2,600,000 lbs over four years (all quantities are estimates). Delivery locations include the Fort Bliss SSMO, Fort Bliss Training Areas (including McGregor Training Area Complex), and specific buildings. Deliveries are expected within 1-5 business days after receipt of an order, Monday through Friday, excluding Federal Holidays. The contractor must use clean, refrigerated vehicles equipped to protect the product from contamination.
Mandatory Requirements
All interested vendors must comply with Army Regulation (AR) 30-22 and AR 40-657, requiring ice to be procured from sanitarily approved sources. A mandatory requirement for contract award is that vendors must be listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement. Ice production, storage, and conveyance must adhere to food safety standards and practices in accordance with all applicable federal, state, and local regulations. The attached document, MIL-STD-3006C Appendix G, further details critical compliance standards for ice establishments, covering aspects like personnel hygiene, sanitary conditions, contamination protection, water sources, bacteriological testing, packaging, labeling, and transport.
