Quick Summary
The Defense Logistics Agency (DLA) is conducting a Sources Sought Synopsis (SSS) for market research to identify potential manufacturing and supply sources for Patriot Spares to support the Patriot Missile System in Bahrain. While the current acquisition is contemplated as a sole-source award to Raytheon under FAR 6.302-1(a)(1), DLA is seeking qualified firms for future competitive or set-aside efforts. Responses are due by April 28, 2026.
Scope of Work
This SSS aims to identify sources capable of providing urgent critical Patriot Spares. These spares will be integrated into an existing indefinite delivery requirements type contract (SPRRA2-25-D-0016) supporting the Integrated Fires Mission Command (IFMC) Project Office. The contractor will be responsible for all aspects of the manufacturing/production process, including recurring and nonrecurring engineering services, supply chain management, logistics, forecasting, long-lead parts procurement, material forecasting, obsolescence issues, and final delivery of assets. A detailed list of 41 distinct part numbers, descriptions, and quantities is provided in the attached "Bahrain Urgent Critical Spares Parts List.xlsx".

Key Considerations
This SSS is for informational and planning purposes only and does not constitute a solicitation. The immediate acquisition is contemplated as a sole-source award to Raytheon under FAR 6.302-1(a)(1) due to only one responsible source. However, DLA is conducting market research to identify qualified sources for future competitive or set-aside opportunities. The government is interested in all business types, including 8(a), small, small disadvantaged, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. Firms possessing the ability to produce the required items are encouraged to identify themselves and seek source approval for future solicitations. No funds are available for response preparation.
