Quick Summary

The U.S. Department of Agriculture, Forest Service is soliciting quotations for Non-Commercial Thinning and Hand Pile and Sectioning services within the Baker City Watershed (BCW) Thin & Handpile #2 project units of the Wallowa-Whitman National Forest, Whitman Ranger District in Oregon. This effort aims to reduce hazardous fuels across approximately 1084 acres. This is a Total Small Business Set-Aside. Quotations are due June 1st, 2026.

Scope of Work

The contractor will provide non-commercial thinning, hand piling, and sectioning services to alter the fuel bed in predominately ponderosa pine and juniper stands. The primary objective is to reduce fuel loading, create areas for wildfire containment, improve firefighter safety, minimize damage to natural resources, and protect adjacent private properties. The work involves:

  • Thinning and handpiling slash from non-commercial thinning, commercial timber harvest, and natural woody debris.
  • Sectioning cut trees and existing down logs into 4-5 foot lengths.
  • Adherence to specific performance standards for pile construction (e.g., size, spacing from trees/streams/private property, plastic covering) and felling requirements (e.g., maximum DBH, stump height, clearing around specific tree species).
  • Work will cover approximately 1009 Base acres and 75 Optional acres, totaling 1084 acres, across various identified units. Detailed unit specifics, including acreage, geographic coordinates, road access, and special features, are provided in Attachment 6. Maps (Attachments 3, 4, 5) illustrate the project area, topographical data, and land ownership.
