Solicitation / RFP / RFQ

This solicitation is for the procurement of dental operatory equipment, including chairs, stools, and accessories, for the Bakersfield VA Clinic. The equipment is intended to aid in diagnosing and treating patients' oral diseases and identifying tooth decay, thereby improving patient care.

• Dental Chairs (D3320): 6 units, operating dental chairs with specific physical and functional characteristics including a thin flexible back, four-point adjustable headrest, two-position armrests, toe board with 9" tilt, hydraulic motion, and virtual pivot. Specifications include a disc foot control, dimensions, maximum height, and a formed carbon finish.

• Doctor's Stools (D3295): 2 units, rotary laboratory dental stools with dynamic seat, tilt seat, height/pivot adjustments, height-adjustable foot ring, noise-dampening casters, and gas cylinder for height adjustment.

• Doctor's Stools (D3380): 6 units, operating dental stools with dynamic seat, tilt seat, contoured adjustable backrest, swing-out arm rests and foot ring, twin-wheeled casters, and a durable base.

• Assistant's Stools (D3390): 6 units, operating dental assistant stools with a contoured seat, adjustable torso support, height-adjustable foot ring, oversized adjustment levers, and twin-wheeled casters.

• Delivery Systems (D8250): 6 units, dental operating delivery systems with a 2-liter self-contained water system, adjustable air/water coolant, balanced flex arm, side-mounted tray holder, and specific position structures including a QD syringe, tubing, KaVo electric motor, and Satelec ultrasonic module. Additional accessories include a touchpad, ultrasonic instrument handpiece, tip starter kit, and control module.

• Installation: Contractor is responsible for providing equipment and installation.

• Authorization: Contractor must provide proof of being an authorized distributor.

• Training: One-time training at installation is required.

• Warranty: Standard manufacturer industry warranty term is required; extended warranties are not accepted.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base contract period is 08-01-2026 to 08-30-2026 for all items.

• Delivery: All items to be delivered and installed by 8/1/2026.

• Submission Deadline: April 10, 2026, 12 PM CDT.

• Evaluation: Offers will be evaluated based on technical and past performance, combined. The Government may accept any item or group of items and reserves the right to make award on any item for a quantity less than the quantity offered.

• This acquisition is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified SDVOSBs listed in the SBA certification database.

Statement of Work (SOW) / Performance Work Statement (PWS)

To outline the vendor's responsibilities for supplying and installing dental chairs and related accessories for the Bakersfield VA Clinic.

• Provide "brand name or equal" dental equipment that meets or exceeds specified physical, functional, and performance characteristics.

• Equipment includes dental chairs, stools, and delivery systems.

• Contractor must provide proof of being an authorized distributor.

• Installation of all equipment is required.

• Waste removal related to services provided is the contractor's responsibility.

• D3295 – Doctor’s Stool (Quantity: 2): Dynamic seat with torso support, tilt seat, height/pivot adjustments, height adjustable foot ring, noise dampening casters, gas cylinder height adjustment (23.1"-28.7"). Finish: Charcoal.

• D3320 – Dental Operating Chair (Quantity: 6): Thin flexible back, four-point adjustable headrest, two-position arm rests, toe board with 9" tilt, hydraulic motion, virtual pivot, compatible with D8250. Specifications include disc foot control, dimensions, lift system, 500 lbs max load. Finish: Formed Carbon.

• D3380 – Doctor’s Operating Stool (Quantity: 6): Dynamic seat, tilt seat, contoured adjustable backrest with pivot, swing-out arm rest, foot ring, twin wheeled casters. Finish: Charcoal.

• D3390 – Assistant’s Operating Stool (Quantity: 6): Contoured seat, adjustable torso support (convertible for left/right hand), height adjustable foot ring, oversized adjustment levers, twin-wheeled casters. Finish: Charcoal.

• D8250 – Dental Operating Delivery System (Quantity: 6): 2-liter self-contained water system, adjustable air coolant, individually adjustable water coolant, balanced flex arm, side-mounted tray holder. Includes disc foot control, specific tubing positions, touchpad, ultrasonic module, handpiece packages (high-speed/low-speed air and electric), and chair adapter for A-dec 511 chair. Power: 120V.

• Delivery & Installation: All items to be delivered and installed by 8/1/2026.

• Training: One-time training provided at installation.

• Warranty: Standard manufacturer industry warranty term required; no extended warranties requiring advance payment.

• Hours: Normal duty hours are 8:00 a.m. - 3:00 p.m., Monday-Friday, excluding federal holidays. Off-hours work requires coordination with COR.

• Place of Delivery: Bakersfield VA Clinic, 900 Old River Rd. Bakersfield, CA 93311.

• Performance Period: Implied by the delivery date of 8/1/2026.

• Security: Vendor must comply with VA standard operating procedures for Information Security (LAN/Internet, data, information, system security) and Contract Personnel Security (background investigations for personnel accessing VA computer systems per VA Directive 0710).

• Non-contract Charges: No additional charges without prior Contracting Officer approval.

• Payment: Upon receipt of a properly prepared invoice referencing contract/PO number.

• Shipping: Included in the cost of the contract.
