This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR 13). The DLA Weapons Support, Pearl Harbor, is seeking qualified sources to provide LEAD BALLAST.

• Item: LEAD BALLAST

• Quantity: 1250 Each (EA)

• Specifications: 3 1/8" X 3 1/8" X 8 1/2", MIL-W-20096 TYPE-A, POLYARMOR PLASTIC COATING (FIRST COAT), FOREST GREEN. Approximate weight 32.5 - 33 LBS each. No primer required. Thickness 10-20 MIL. HMAUL/SDS for lead is required.

• Ordering Data: MIL-W-20096D dated July 6, 1987, Type A - Lead, 3" X 3" X 7".

• Additional Requirements: Lead ballast must be palletized and moisture-proofed by shrink-wrapping with plastic to prevent oxidation.

• Traceability: Proof of traceability is required.

• Descriptive Literature: Offerors must submit descriptive literature and a technical spec sheet showing how their quotation meets specifications.

• Provisions/Clauses: Incorporates provisions and clauses effective through FAC 2025-06 (Oct 1, 2025) and DFARS Change Notice 20251110.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Responsibility: PPIRS will be used to determine vendor responsibility. Screening in accordance with FAR 9.104.

• Submission: Offerors must complete the attached RFQ document and specific provisions (52.204-24, 52.204-26, 252.204-7016, 252.204-7019). Submit quotations via email to Tehani.E.DiazZelayaRios.civ@us.navy.mil.

• Quote Requirements: Include price(s), FOB point, Cage Code, POC name/phone, GSA contract number (if applicable), business size, and preferred payment method (GCPC or WAWF).

• Deadline: June 4, 2026, 12:00 PM HST.

• This requirement is a 100% Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM).

• If not the manufacturer, provide Manufacturer's Name, Location, and Business Size.

• Paper copies of this solicitation will not be available.

• Only one quote per vendor is allowed.

• Failure to provide required documentation may result in technical unacceptability.

• Payment terms are Net 30 Days AFTER acceptance of material.
