Statement of Work (SOW)

To provide and install new artificial plants, trees, and flowers to complete the Greenspace/Atrium installation on the 3rd Floor of the Baltimore VA Medical Center.

The project involves the installation of artificial plants across five distinct zones (A through E) within the 3rd-floor Greenspace/Atrium. Specific quantities, types, heights, and dimensions of artificial plants, trees, and grass mats are detailed for each zone. All artificial foliage must be UltraLeaf-IFR, a proprietary, commercial-grade, inherently fire-retardant material meeting ASTM-E84 and/or NFPA-701 safety standards for indoor use.

• The installation must be completed within 60 days after contract award.

• Location: 3rd Floor Greenspace/Atrium, Baltimore VA Medical Center.

• Field measurements are required before ordering products.

• Contractor must provide photos for approval.

• Contractor will deliver all necessary materials.

• All materials must be brought to a designated storage area; use of the hospital's loading dock entrance is required.

• Contractor's employees must be knowledgeable of manufacturer's installation requirements.

• A Contractor's Superintendent must be on-site at all times during work performance.

• Contractor personnel (including employees, subcontractors, suppliers, and delivery personnel) require a VA Contractor ID badge, which must be worn at all times on VAMC property.

• Contractor personnel must return ID badges before leaving the Medical Center.

• Any departure from contract drawings requires submission to the Contracting Officer for approval.

• Contractor must verify room dimensions and report discrepancies.

• Smoking is not permitted on VAMC property.

• Contractor must abide by VA Infection Control Risk Assessment (ICRA) procedures to prevent infection risks.

This notice is issued by the Department of Veterans Health Administration, Network Contracting Office 5, for market research purposes only. The government is seeking to determine the availability of qualified contractors capable of providing and installing new artificial plants, trees, and flowers for the Baltimore VA Medical Center's third-floor atrium. This is not a Request for Quotation (RFQ) or a promise to issue one in the future. The government is not seeking quotes or proposals at this time and will not pay for any costs incurred in response to this notice.
