Solicitation / RFP / RFQ

This document provides instructions for submitting offers and outlines the evaluation criteria for a request-for-quote. The government intends to award a delivery order to the responsible vendor offering the best value.

Vendors must submit a quote that will be evaluated based on the specifications provided. Key technical requirements include:

• Applicable Non-Destructive Testing procedures (Ultrasonic Testing and Liquid Penetrant Test) in accordance with specified MIL-STD and MIL-DTL.

• Evidence of compliance with Higher-Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C).

• Indication of ability to meet a requested delivery schedule of 50 weeks after receipt of order.

• The contract type is a delivery order resulting from this solicitation.

• Past performance will be evaluated for contracts performed within the last five (5) years.

• Offers shall be emailed to sarashea.thibodeau.civ@us.navy.mil.

• Quotes will be evaluated based on the Lowest Price Technically Acceptable (LPTA) method, considering:

  1. Technical Capability
  2. Delivery Schedule
  3. Price
  4. Past Performance

• Vendors must provide their lowest pricing terms.

• Failure to include pricing for all line items will result in rejection of the quote.

• Vendors must be registered in the System for Award Management (SAM) to be considered for award.

• The government will evaluate vendor responsibility using various sources, including CPARS and SPRS.

• Vendors with no past performance information will be rated as "Acceptable".

• "Recent" is defined as any contract or project performed within five (5) years from the solicitation date.

• "Relevant" is defined as any contract or project similar in scope and complexity to the solicited effort.

Pre-Solicitation Notice

This notice announces the upcoming solicitation for non-commercial products under Simplified Acquisition Procedures. It does not constitute a solicitation itself, but provides advance information about a planned Request for Proposal (RFP).

• Item 0001: Pipe, Seamless Carbon Steel (NSN: 4710-00-451-5183 X2), manufactured in accordance with Attachment 1.

• Item 0002: Data Requirements, including Material Certification (Data Item A001) and Procedure Approvals (Data Item A002), in accordance with Exhibit A and Attachment 1 to Exhibit A.

• Delivery Point: Portsmouth Naval Shipyard, Kittery, ME.

• Requested Delivery Schedule: 50 weeks After Receipt of Order (ARO).

• The solicitation will be released and solicited from May 5, 2026, to May 12, 2026, at 8:00 AM EST.

• Submission Instructions and Evaluation Criteria will be provided with the solicitation.

• NAICS Code: 331210

• Small Business Standard: 1000 employees.

• Set-Aside: This will be solicited as a Total Small Business Set Aside.

• This announcement will be publicized from April 20, 2026, to May 5, 2026, at 8:00 AM EST.
