Solicitation / RFP / RFQ

This solicitation (NAFUA1-26-R-0001) is a Request for Proposal (RFP) from the Defense Logistics Agency (DLA) Family & Morale, Welfare, and Recreation (FMWR) to procure services for operating a barbershop concession at the Andrew T. McNamara Headquarters Complex in Fort Belvoir, Virginia. The contract will be a concessionaire (revenue-generating) type, where the selected vendor operates the barbershop at their own expense in exchange for a fee paid to the DLA.

• Provide all labor, equipment, materials, and incidentals to operate a full-service, unisex barbershop.

• Offer a full range of barbershop services for men and women, including haircuts (standard and military-style), shampooing, conditioning, blow-drying, styling, and beard/mustache trimming. Hair coloring is optional.

• Maintain a clean, safe, and customer-focused environment.

• Adhere to all applicable federal, state, and local regulations, including licensing and safety requirements.

• Provide excellent customer service.

• Accept major credit cards (Mastercard, Visa, Discover, American Express).

• Contract Type: Concessionaire (revenue-generating).

• Period of Performance: Base period of two (2) years with four (4) one-year option periods.

• Fee Structure: The Concessionaire shall pay a monthly fee to the NAFI, calculated as the greater of either a Minimum Monthly Guarantee (fixed flat-rate) or a Commission Payment (percentage of monthly Gross Revenue). Offerors must propose values for both.
