Barge & Bucket Repair for the Missouri River Project Office

Statement of Work (SOW) / Performance Work Statement (PWS)

To complete repairs to Equipment Barge #600's damaged and leaking spud well box and to repair two (2) ESCO excavator buckets. The repairs aim to extend service life and provide enhanced protection.

• Barge Repairs: Perform ASTM A36 Carbon Structural Steel welding repairs to the spud well box of Barge #600. This includes lead-based paint removal and disposal, working within a designated Permit-Required Confined Space. Reinforcement will be added to the spud well box.

• Bucket Repairs: Repair two (2) ESCO excavator buckets by installing AR450 or AR500 wear plates, side cutters, and weld-on corner protectors. This includes removing worn material and installing new components to increase service life.

• All work must be performed in accordance with the contract documents and applicable standards (ASTM A36, EM 385-1-1, OSHA regulations, RCRA).

• Lead-based paint removal must comply with OSHA 29 CFR 1926.62 and EM 385-1-1.

• Confined space entry must comply with EM 385-1-1, 29 CFR 1926, 29 CFR 1910, and OSHA Directive CPL 2.100.

• Repairs must restore structural integrity and watertightness.

• Welds must meet structural, quality, and inspection standards for marine repairs.

• ESCO Buckets: March 16, 2026, to April 1, 2026.

• Barge #600: March 16, 2026, to May 1, 2026.

• Overall Completion: All services to be completed, accepted, tested, and ready for service no later than May 1, 2026.

• Lead Paint: Identification, removal, handling, and disposal of lead-based paint.

• Confined Space: Work on the spud well is a Permit-Required Confined Space; requires specific entry procedures, rescue plans, and coordination with emergency responders (but not reliance on them for rescue).

• Submittals: Required submittals include Site-Specific Health and Safety Plan, Site Specific Work Plan, E-Verified Personnel list, PRCS Permits, ASTM A36 Steel Specification Sheets, Safety Data Sheets (SDS), and Proof of Insurance. These must be submitted and approved before work commences.

• Quality Control: Contractor must develop and maintain an effective quality control program.

• Government Furnished: Restroom facilities and utilities (electricity, city water) will be provided. All other items (materials, equipment, supplies, services) are contractor-furnished.

• Site Visit: Prospective bidders are encouraged to visit the site on February 13, 2026.
