Scope of Work
This requirement involves the manufacture and supply of nickel-copper alloy bar material conforming to QQ-N-281 specifications, with specific requirements for Class B, Form 1, Size 1 7/8 inches (hexagon), and cold drawn (stress relieved) condition. Key aspects include:
- Material Specifications: Adherence to QQ-N-281, with specific modifications and acceptable revisions as per CSD155 in ECDS.
- Quality Assurance: Implementation and maintenance of a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration systems per ISO-10012 (or MIL-STD-45662). Government Quality Assurance at destination is required.
- Traceability & Certification: Strict traceability from material to certification test reports (DI-MISC-81020) is mandatory, including unique traceability numbers marked on each end of pipe, tube, and metal bar. Material must be mercury-free.
- Testing: Required certifications for Ultrasonic Inspection (T9074-AS-GIB-010/271) for each metal bar. Final inspection includes material sampling per ANSI/ASQ-Z1.4 or SPC, with 100% inspection for traceability and certification data.
- Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require PCO approval and submission via ECDS.
- Government Furnished Material (GFM/GFE): Procedures for control, inspection, and reporting of GFM/GFE are required.

This requirement is pursuant to Emergency Acquisition Flexibilities (EAF) and will result in a bilaterally issued award. The contract will be DO certified for national defense under the Defense Priorities and Allocations System (DPAS). Access to drawings, if included, must be requested on SAM.gov. Data Item A001 (Inspection and Test Plan) may be waived if already on file.
