Quick Summary
The Department of the Navy, specifically NAVSUP Weapon Systems Support Mechanicsburg, is soliciting proposals for BAR,METAL under a Total Small Business Set-Aside. This requirement is for critical shipboard system material, designated as SPECIAL EMPHASIS material, demanding stringent quality control and traceability. Proposals are due by April 13, 2026, 8:30 PM ET.
Scope of Work
This solicitation is for the procurement of metal bars, specifically requiring material to meet SAE-AMS-QQ-S-763 specifications, Class 304/304L Condition A, with specific chemical and mechanical properties (e.g., Rockwell B95 max hardness, 75-100 ksi tensile strength). The material must have low magnetic permeability (not exceeding 2.0) for 300 series austenitic corrosion resistant steels in annealed condition. Lengths vary based on diameter. The material is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to its use in crucial shipboard systems where failure could result in serious injury, loss of life, or loss of the ship.
Quality Assurance & Traceability
Contractors must provide and maintain a quality system in accordance with ISO-9001 (or MIL-I-45208) and calibration system requirements of ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Strict traceability is required from the material to certification test reports, with unique traceability numbers marked on each end of pipes, tubes, and metal bars. Certifications for tests like Intergranular Corrosion Test are mandatory. All materials must be mercury-free. Certification data, including chemical and mechanical analysis, must be submitted to Portsmouth Naval Shipyard via WAWF prior to each shipment, with specific "Ship to," "Inspect by," and "Accept by" codes (N50286, N39040, N39040 respectively) and email notification to PORT_PTNH_WAWF_Notification@navy.mil.
