Scope of Work
This procurement is for BAR, METAL (Product Service Code 9510) to be used in critical shipboard systems, specifically HY-80 steel bars (Type 'B', Grade 'HY-80', 4 inches round, 5-12 feet length). The material must meet requirements specified in T9074-BD-GIB-010/0300, with emphasis on preventing failure that could lead to serious injury, loss of life, or loss of vital shipboard systems.
Key Requirements & Certifications
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and calibration systems per ISO-10012, ANSI-Z540.3, or ISO-17025. An alternate system per MIL-I-45208 and MIL-STD-45662 is acceptable.
- First Article Inspection (FAT), Process Control Plan (PCP), and Qualification Plan (QP): These are mandatory and require NAVSEA review and approval prior to initiating FAT. Previous FAT approvals based on older specifications are not valid for T9074-BD-GIB-010/0300 Revision 2. Recertification is required every 5 years.
- Traceability & Certification: Strict traceability from material to certification test reports is required, including unique traceability numbers, heat-lot numbers, and specific permanent and temporary markings on each item. Chemical and mechanical certifications must be in accordance with DI-MISC-81020.
- Inspection: 100% inspection is required for material verification data (chemical, mechanical, physical properties), traceability, and nondestructive test (NDT) certifications. Certification test reports must also be 100% inspected for completeness and legibility. Other material sampling follows ANSI/ASQ-Z1.4.
- Mercury-Free: Material must be free of intentionally added mercury or mercury-containing compounds.
- Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer approval.
