Quick Summary
The Department of the Navy, NAVSUP Weapon Systems Support Mechanicsburg (NAVSUP WSS Mech), has issued a solicitation for BAR, METAL (Nickel-copper alloy bar, rod, plate, sheet, strip, wire, forgings, and structural and special shaped sections). This material is designated as SPECIAL EMPHASIS material (Level I, Scope of Certification, or Quality Assured) due to its critical use in shipboard systems where failure could result in serious injury, loss of life, or loss of vital shipboard systems. This procurement is issued pursuant to Emergency Acquisition Flexibilities. Proposals are due by June 1, 2026.
Scope of Work
The requirement is for nickel-copper alloy bar, specifically meeting QQ-N-281 Class A, Form 1, 5-inch round, hot finished condition, with an as-rolled, rough ground, or rough machined surface finish. Ultrasonic testing is required, and the material must be mercury-free. Key requirements include:
- Traceability and Certification: Strict traceability from material to certification test reports (DI-MISC-81020) is mandatory, with unique traceability numbers marked on each item. Material re-identification and re-certification are required if properties are altered.
- Quality Assurance: Contractors must maintain a quality system in accordance with ISO-9001 (or MIL-I-45208 as an alternate) with calibration system requirements of ISO-10012 or ANSI-Z540.3 (or MIL-STD-45662). Quality system procedures (DI-QCIC-81110) must be submitted prior to award.
- Inspection: Government Quality Assurance will occur at destination. Contractor inspection records must be maintained and traceable. Subcontractor inspection requirements are detailed, including Government source inspection rights. Final inspection includes material sampling per ANSI/ASQ-Z1.4 or SPC, with 100% inspection for traceability and certification data.
- Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer approval and submission via ECDS.
